Roles and Responsibilities:
The contractor shall perform project management and analysis support services, including monitoring and utilization of the Integrated Master Schedule (IMS) and Earned Value Programs (EVM) where applicable, for the planning and execution of PEO IEW&S programs at different acquisition category levels and in all phases of a program life cycle. This is accomplished through understanding of and adherence to the DoDI 5000.02, acquisition streamlining initiatives, and analysis of performance indicating metrics. The contractor shall:
• Review and analyze program progress and performance indicating metrics to identify areas wherein the programs are not progressing or proceeding as planned (e.g., cost and schedule performance as well as overall program execution efficiencies).
• Develop, analyze, and track program Integrated Master Plans (IMPs) and Integrated Master Schedules (IMSs). Further develop and maintain tools to monitor and track contract performance.
• Support knowledge management efforts within the PEO by helping to create, share, use, and manage the PEO’s knowledge. Specifically, help ensure the identification, documentation, mapping and understanding of the practices, methods and processes of the PEO; help ensure the identification, handling, accumulation, assessment and sharing of lessons learned; help ensure the identification, documentation, collection and sharing of SME/”greybeard” knowledge and information.
• Ensure PEO inquiries/directives are carried out to include periodic reviews, cost/schedule/performance monitoring, risk management and lessons learned.
• Initiate, coordinate, facilitate, transition, assess, evaluate and provide technical expertise (through all phases from initiation to post-implementation process control) for efficiency efforts, initiatives, and projects.
• Conceive and track of metrics, measures and indicators to show past, present and future status of efforts, initiatives and projects as well as overall performance indicating metrics and program metric initiatives.
• Perform data management and analysis for studies and maintain assigned projects to include strategic planning including the selection and definition of appropriate performance metrics.
• Assist with program assessments ensuring programmatic goals are well documented.
• Perform risk/root cause analysis to help identify critical path issues through collection and interpretation of programmatic data and documentation.
• Prepare materials for briefings and presentations at the PEO level.
Minimum Qualifications/Requirements/Certifications:
• Bachelor Degree- Math, Engineering, Business or Sciences
• US Citizenship and a current Secret Clearance or having held one during the last two years
Preferred Qualification/Requirements:
• A minimum of 5 year in acquisition/program management or logistics management
• DAWIA Level I Certification in Program Management or equivalent
• Knowledgeable with Department of Defense acquisition policies (e.g., DoD 5000.02, AR 70-1, etc.).
• Develop/Review Acquisition & Procurement Requirement Documents (e.g., Acquisition Plans (AP), Acquisition Strategies, Simplified Acquisition Management Plans, etc.).
• Program reporting capability (e.g., Acquisition Program Baseline via the Defense Acquisition Management Information Retrieval (DAMIR) System).
• Plan/assist with major system life cycle support tasks/functions, as required.
