ECS is seeking an experienced NIH NIAID Enabling and Advancing Technologies (NEAT) Enterprise Architect to work remotely providing technical leadership and oversight for the development and implementation of NIAID's technology strategy, ensuring alignment with the NIH mission and business requirements. The Enterprise Architect will be responsible for the day-to-day management and oversight of work performed under this task order.

ECS is seeking an experienced NIH NIAID Enabling and Advancing Technologies (NEAT) Enterprise Architect to work remotely providing technical leadership and oversight for the development and implementation of NIAID's technology strategy, ensuring alignment with the NIH mission and business requirements. The Enterprise Architect will be responsible for the day-to-day management and oversight of work performed under this task order.
Key Responsibilities:
- Enterprise Architecture:
- Develop and present areas for growth and development of OEB's technology offerings.
- Assist with strategic planning for OEB Infrastructure services programs to meet NIH mission and business requirements.
- Experience working with microservices and containerization, including orchestration, cluster management, and container storage, including Docker, Kubernetes, or Rancher.
- Ability to lead, mentor, and guide engineering teams to ensure adherence to best practices.
- Relevant Certifications (e.g., AWS, Azure, Agile SAFe, DevOps, DevSecOps, CI/CD, CMMI, etc.)
- Experience with development automation, including GitOps, GitLab, or GitHub.
- Familiar with HHS Enterprise Life Cycle (ELPC) methodology.
- Reporting and Communication:
- Ensure timely and accurate reporting of technical strategy and other relevant information.
- Collaborate with stakeholders to ensure smooth execution of technical strategy and resolve any issues that may arise.

- Deliverables:
- Reports on technical strategy and alignment with NIH mission and business requirements.

Salary Range: $130,000 - $190,000
Required Skills
- The Enterprise Architect shall have documented experience with Enterprise Architecture and technology strategy development
- The Enterprise Architect shall have experience with technical leadership and strategic planning, including developing and presenting areas for growth and development of OEB's technology offerings.
- The Enterprise Architect shall have excellent communication and reporting skills, with the ability to deliver timely and accurate reports.
- The Enterprise Architect shall have strong collaboration and coordination skills, with the ability to collaborate effectively with stakeholders and team members.
- Bachelor's degree in computer science, Information Security, or related field.
- Active Public Trust or higher security clearance.
- Minimum 10 years' experience supporting Health IT software development initiatives leveraging Agile and DevOps/DevSecOps practices leading cross-functional teams.
- Experience installing, configuring, and integrating custom solutions, COTS, GOTS, and FOSS into a larger collection of services and systems.
- PMP (Project Management Professional) Certification.
- Reside within the Washington DC Metro area.
- Travel within the Washington DC Metro Area, and CONUS as needed.
- Candidate shall have documented experience with Project Management, Agile Coaching, Business Process Analysis, and Organizational Change Management.
- Candidate must have practical experience with industry best practices as articulated by, but not limited to, the Project Management Institute (PMI), Lean IT, Agile practices, as well as DevOps and ITIL, as appropriate.
