The Senior Program Analyst provides strategic-level analytic, policy, and programmatic support to the Operations in the Information Environment (OIE) Division within OPNAV N2N6. This role is essential to advancing Navy-wide Information Operations (IO) and OIE policies, supporting Planning, Programming, Budgeting, and Execution (PPBE) decision-making, and aligning efforts with Joint, Service, and interagency stakeholders.
Operating as a high-impact advisor to Division leadership, the analyst contributes directly to the formulation of information warfare guidance, capability assessments, and enterprise policy decisions in support of the Navy’s strategic objectives in the information environment.

Position Responsibilities:
Policy & Strategy Development
· Develop, revise, and coordinate Navy and DoD-wide guidance on OIE topics including Military Deception (MILDEC), Operations Security (OPSEC), Military Information Support Operations (MISO), and strategic information campaigning.
· Prepare Navy instructions, white papers, executive correspondence, and strategic communication products.
· Formulate service inputs to SECNAV, Joint Staff, and OSD-level policy initiatives.
· Coordinate with legal, classification, and security authorities to ensure appropriate handling and dissemination of policy.
Required Qualifications:
Program Requirements & PPBE Support
· Support resource sponsors and requirements officers in OIE-related program development and oversight.
· Contribute to Program Objective Memorandum (POM) development and Sponsor Program Proposal (SPP) submissions.
· Assess capability gaps, evaluate programmatic tradeoffs, and develop recommendations that align with N2N6 strategic priorities.
· Track and support training, manpower, and science and technology investments associated with OIE.
Executive Engagements & Stakeholder Coordination
· Prepare Division leadership for high-level engagements with OSD, Congress, the Joint Staff, and senior Navy leadership.
· Represent the Division in Navy, Joint, and interagency working groups; synthesize outcomes and develop actionable recommendations.
· Provide executive-level consulting on OIE strategy, policy posture, and message alignment.
Operational & Administrative Support
· Coordinate OIE-related working sessions and events, prepare meeting documentation and presentations, and track follow-up actions.
· Develop communications plans and digital content across platforms such as SharePoint.
· Maintain organized records of executive actions, deliverables, and policy artifacts.
Preferred Qualifications:
Education: Bachelor’s degree from an accredited institution (preferred disciplines: psychology, sociology, behavioral science, cognitive science, or communications).
· Mandatory Experience: Minimum of two (2) years of full-time experience in the following:
o Information Operations disciplines (MILDEC, OPSEC, MISO) or Intelligence
o Planning, Programming, Budgeting, and Execution Process / Requirements Generation Processes at the Service Component level or higher.
· Skills & Competencies:
o JPME I certified
o Familiarity with Navy and DoD PPBE processes and tools
o Experience engaging with senior military and civilian leadership
o Working knowledge of AI/ML technologies relevant to information warfare
o Expert proficiency in Microsoft Office (PowerPoint, Outlook, Excel, Teams) and Adobe Pro
