Overview
LMI is seeking a Data Visualization Specialist at a consultant level to support the United States Postal Inspection Service (USPIS). The Data Visualization Specialist will serve as a core member of the U.S. Postal Inspection Service (USPIS) Workforce Model & Strategic Alignment project team. This position will design, develop, and maintain interactive visual analytics to support workforce planning, model validation, and strategic alignment activities. The Specialist ensures that complex datasets-covering crime trends, workforce complements, workload drivers, and staffing scenarios-are translated into intuitive, actionable visual products that enable USPIS leadership to make evidence-based staffing and resource decisions.

Responsibilities
Responsibilities will include:
- Design and build interactive dashboards and visual models (maps, charts, staffing ratio tables, scenario filters) to support prototype and refined workforce models.
- Translate complex data analyses into clear, decision-ready visuals for USPIS leadership, consistent with GAO workforce planning principles and OMB human capital guidance.
- Develop visual interfaces for scenario testing, allowing users to explore staffing options by crime type, geography, or risk exposure.
- Partner with workforce analysts, human capital specialists, and law enforcement SMEs to ensure visualizations align with validated workforce drivers and stakeholder needs.
- Ensure all visualization products comply with USPS/USPIS technical environment standards (e.g., Microsoft 365 Power BI, Excel, SharePoint).
- Support data governance and transparency by documenting assumptions, metrics, and design logic in alignment with GAO recommendations for accountability.
- Provide visualization expertise in leadership workshops and stakeholder sessions, incorporating feedback into iterative model refinements.
- Deliver exportable products (presentations, briefing decks, PDF/Excel outputs) suitable for OIG/GAO review, Congressional testimony, and grievance/litigation defense.
Qualifications
Minimum Requirements
- Bachelor's degree in Data Science, Computer Science, Information Systems, or related field.
- 5+ years of experience developing data visualizations for federal or law enforcement agencies, with demonstrated ability to support strategic decision-making.
- Proficiency with Microsoft Power BI, Tableau, or similar tools, and advanced Excel (pivot tables, macros, Power Query).
- Strong knowledge of data storytelling and visual analytics best practices, including interactive geospatial mapping.
- Experience handling sensitive data, with commitment to data security and confidentiality.
- Demonstrated ability to work in multidisciplinary teams (data analysts, human capital experts, law enforcement SMEs).
- Excellent written and oral communication skills, with experience briefing executive audiences.
- Master's degree in Data Science, Computer Science, Information Systems, or related field
- Experience building workforce planning or law enforcement resource allocation models.
- Familiarity with federal data governance requirements, CJIS standards, and GAO/OIG workforce planning reviews.
- Familiarity with federal workforce planning guidance (GAO's five principles, OMB Circular A-11, NICE Cybersecurity Workforce Framework).
- Experience deploying models into Microsoft 365 environments, including integration with Power BI.
- Knowledge of geospatial analytics tools (ArcGIS, QGIS) to support location-based workforce deployment modeling.
- Certifications such as AWS Certified Data Analytics, Microsoft Certified Data Scientist Associate, or equivalent.
