Technical Project Specialist (Mission Support Specialist)
Technical Project Specialist will assist Project Leads with the management and execution of project strategies and objectives as well as associated acquisitions, budgets, and activities. The candidates shall possess:
Proven experience as a Project Manager or other managerial position requiring project management skills. Basic technical understanding of capabilities fielded (i.e. networking, SATCOM, or VoIP)
The ability to perform complex analysis of procedures, techniques, models, and/or systems related to project management risk or contractual issues
Effective strategies for establishing and maintaining working relationships with stakeholders and the public
Thorough understanding of project/program management techniques and methods.
Excellent knowledge in performance evaluation and change management principles.
Outstanding leadership and organizational skills.
This work may include, but is not limited to, the functions outlined below:
Formulate, organize, and monitor inter-connected projects.
Assist Project Leads with decisions on suitable strategies and objectives.
Coordinate cross-project activities for Project Leads.
Assist with management and evaluation of projects.
Track the progress of projects using appropriate project management tools and techniques.
Provide support in the execution of activities for and in monitoring the execution of project work plans and ensures that project activities are properly and realistically scheduled, monitored and reported.
Develop and control deadlines, budgets, and activities.
Apply change, risk, and resource management.
Act as backup point of contact in the Project Lead’s absence.
Assess program performance and aim to maximize Return on Investment (ROI).
Prepare reports for Program Directors/Project Leads.
Take minutes and manage project records with functional proponents and the Project Lead.
Provide direction, maintenance, and updates to the integrated master schedule (IMS)
Review / Monitor IT project cost, schedule, and performance on integrators for adherence to standards and contractual language.
Input current and accurate cost, performance, and schedule data and metrics into Army systems and databases.
Report project status on a weekly basis (orally and in writing) to key project participants such as senior Army leaders and other project stakeholders.
Facilitate networking interactions between Department of Defense (DoD)/Army customers and industry.
Generate and promote the use of templates, schedules, and best practices.
Project overarching scope statements, manage complex IT project plans and necessary changes, and control the project, in part, by leveraging formal change management identifying and mitigating risk.
Requirements:
Masters with 10+ years of experience or Bachelors with an additional 7 years of experience.
Active Secret Clearance
Ability to travel to make site visits
