Senior Technical Budget Analyst – Navy
Location: 100% On-Site – Arlington, VA
Security Clearance: Secret Required
Position Summary:
RPI Group seeks an experienced and high-performing Senior Technical Budget Analyst to join our growing team in Washington, D.C. supporting an influential, high-energy Navy customer. The ideal candidate will have a strong background in executive-level budget processes and functions with experience in budget planning for high-priority acquisition programs and technical projects. Highly effective written and verbal communication skills are strongly desired.
Responsibilities:
The Technical Budget Analyst will assist program officers at the Office of Naval Research (ONR) with technical portfolio budget planning and analysis. Ideal candidates will have practical experience in federal budgeting and a background in strategy, technical analysis, and technical assessment. In this role, the Technical Budget Analyst will:
• Prepare holistic technical budget analysis with studies, tools, budget estimates, white papers, briefs, and schedules to support the budget process and portfolio assessments
• Establish effective budget practices to prepare, monitor, and prioritize technical execution
• Prepare executive-level products to report budget execution and track benchmarks
• Organize annual and multi-year budget processes and functions
• Be able to work independently and within a team
Qualifications & Skills:
• Active Secret security clearance
• Bachelor’s degree in a relevant program of study
• At least ten (10) years’ hands-on experience with preparing and executing budget processes for major acquisition programs or technical projects
• Expertise with budget processes, tools, and products
• Strong analytic and writing skills, with experience briefing senior leaders
• Proficiency with Microsoft Office applications
Preferred:
• Active Top Secret security clearance with SCI eligibility
• Master’s degree in business administration, public administration, or public policy
• Prior staff assignments in offices at the government leadership level
• Proficiency with data visualization software and products
