TIAG is now hiring an experienced Project Manager to join our team at the National Institute of Health (NIH) in Bethesda, MD. The Project Manager will lead and manage all aspects of the NIH Facility Operational Technology Systems (FOTS) support contract, ensuring delivery of five critical task areas while maintaining compliance with federal requirements related to the work on this project. The Project Manager will serve as a critical liaison, ensuring alignment between technical teams, government leads, and program objectives, driving the support of mission critical infrastructure systems.

This position is based in Bethesda, MD and is primarily on-site requiring an active DoD Secret Security Clearance, as a result US or Naturalized Citizenship is a requirement.

Position Responsibilities
  • Oversee all aspects of the project, leading a team administering the five task areas: IT Strategic Capital Planning, Communications Network Management, System Administration, Systems Training & Awareness, and Information Engineering
  • Coordinate with federal system owners and stakeholders ensuring alignment with NIH leadership goals
  • Lead the development and implementation of integrated strategies, comprehensive plans, and detailed schedules for all project effort
  • Translate high-level strategic needs of the FOTS Program into actionable priorities and robust project plans
  • Manage project schedules, deliverables, and resource allocation
  • Facilitate the continuous improvement of existing processes and the development of new processes to enhance program efficiency
  • Interface with NIH customers for network coordination
  • Lead risk management and mitigation efforts
  • Ensure 100% compliance with NIST SP 800-53 Rev 5 requirements
  • Manage team of 6+ technical specialists across multiple locations
  • Prepare and deliver high-level Command Level Deployment Planning and Execution Presentations, Staff Papers, and Executive Summaries for senior leadership through monthly executive briefings and quarterly program reviews
  • Create white papers and detailed technical and administrative documents to include user guides, requirements, and contract deliverables.


Qualifications

Required Qualifications
  • PMP certification preferred
  • Bachelor's degree in any technical or managerial discipline preferred
  • Eight (8) years of direct work experience with similar program/projects
  • Four (4) years as manager of teams supporting large DoD programs
  • Experience managing IT/OT capital lifecycle projects
  • Background in risk and vulnerability management
  • Knowledge of Federal Acquisition Regulation (FAR) and DoD procurement policies and procedures
  • Ability to coordinate multi-disciplinary teams
  • Understanding of cybersecurity, configuration management, and systems development and sustainment.
  • Experience integrating various network operating systems, application programs and hardware devices through system specification, design, coding, testing and maintenance support.
  • Excellent organizational, analytical, and problem-solving skills with strong attention to detail.
  • Exceptional written and verbal communication, presentation, and interpersonal skills, with proven ability to coordinate with diverse stakeholders (government, contractors, users).
  • Ability to work independently and collaboratively within a fast-paced, mission-critical environment.
  • Must be a U.S. Citizen and possess the ability to obtain and maintain a DoD Secret (or higher) security clearance.
