JOB DESCRIPTION
Seeking a highly motivated and driven Facility Security Officer (FSO) to work Part-Time and 100% Remotely with occasional visits to office in California, MD. FSO will support an industrial security program in compliance with federal contracting requirements. The successful candidate will be responsible for maintaining a compliant security program, working independently with minimal supervision, and serving as the primary point of contact for security-related matters.

COMPENSATION
The likely salary range for this position is $000,000 - $000,000 annually. This is not, however, a guarantee of total compensation or salary or any other compensation offered. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range. JOB DESCRIPTION
Seeking a highly motivated and driven Facility Security Officer (FSO) to work Part-Time and 100% Remotely with occasional visits to office in California, MD. FSO will support an industrial security program in compliance with federal contracting requirements. The successful candidate will be responsible for maintaining a compliant security program, working independently with minimal supervision, and serving as the primary point of contact for security-related matters.
RESPONSIBILITIES
- Maintain Rollout Systems' Facility Clearance (FCL) in compliance with 32 CFR Part 117, National Industrial Security Program Operating Manual (NISPOM).
- Act as the principal point of contact for Defense Counterintelligence and Security Agency (DCSA) representatives for all industrial security activities.
- Develop, maintain, and implement standard operating procedures, policies, and practices to ensure compliance with 32 CFR Part 117 requirements.
- Manage personnel security clearances (PCL) processes, including initial investigations and reinvestigations, utilizing DISS, NBIS, and SWFT.
- Develop, deliver, and track security training and briefings, including initial, annual refresher, foreign travel, courier, derivative classification, OPSEC, and client-specific briefings/debriefings.
- Serve as Rollout Systems' Insider Threat Senior Program Official (ITPSO), administering and updating the Insider Threat Program.
- Conduct annual security self-inspections, document findings, and track follow-up actions.
- Participate in DCSA and client inspections/assessments, including preparation, documentation, and follow-up.
- Process Visit Authorizations using DISS.
- Prepare and review DD254s and maintain program security files.
- Submit CAC applications and manage CAC issuances/renewals for multiple programs.
- Investigate, document, and report security incidents/violations to DCSA via DISS, as required.
- Prepare and submit system access forms (e.g., DD2875 SAAR).
- Support employees with DEERS actions as needed.
- Submit required reports to government agencies (e.g., counterintelligence concerns, suspicious contacts, espionage reports).
- Maintain and update the FCL profile in NISS.
- Provide proposal support and clearance verifications for recruiting efforts, as needed.
- Prepare and submit weekly/monthly contract compliance reports to clients.
- Monitor DISS, NBIS, and NISS twice daily for updates and notifications.
- Establish relationships with partner FSOs to facilitate access paperwork processing.
- Develop and distribute a monthly security newsletter and maintain a secured contract listing.
- Conduct security awareness briefings/notifications as required.
- Maintain and distribute onboarding training matrix for security.
- Track and manage foreign travel packages for personnel traveling OCONUS.
- Coordinate with Sentinel Blue (IT department) regarding network security.
- Participate in local security meetings (e.g., SMISAG) and stay current with industrial security trends through continued training and seminars.
- Plan for potential possessing facility operations.
RESPONSIBILITIES
- Maintain a 30/60/90-day PCL reinvestigation tracker and submit personnel for initial and periodic reinvestigations.
- Submit adverse reports as required.
- Update security records at least twice annually or as needed.
- Update annual and onboarding training requirements.
- Continue professional development through security education and active participation in the industrial security community.
REQUIREMENTS
- 5+ years of experience, as a Facility Security Officer (FSO) or Assistant FSO.
- Proficiency with DISS, NISS, NBIS, and SWFT systems.
- Strong knowledge of 32 CFR Part 117 (NISPOM) requirements.
- Proficient in Microsoft Office Suite (Excel, Word, PowerPoint, Outlook, Teams).
- Highly organized, detail-oriented, and able to work in a fast-paced environment.
- Excellent written communication, interpersonal, problem-solving, and organizational skills.
- Ability to work independently and collaboratively as part of a team.
CERTIFICATION(s)
- FSO Program Management for Non-Possessing Facilities (CDSE) - Required.
- Insider Threat Program Senior Official (ITPSO) Training (CDSE) - Highly recommended.
- Industrial Security Professional (ISP) certification from NCMS or equivalent - Preferred.
- Physical Security Certification (PSC) or Security Fundamentals Professional Certification (SFPC) from CDSE - Preferred for career development.
- FSO Program Management for Possessing facilities - Highly recommended.
SECURITY CLEARANCE
- Active Top Secret Security Clearance
EDUCATION
- BS or BA degree in a related field (e.g., Security Management, Criminal Justice, Business Administration) or equivalent combination of education and experience.
