Position Summary
NTG is seeking Task Order Program Manager (TOPM) to provide leadership, strategic direction, and operational oversight. Serving as the central point of contact for the Government. This role will ensure successful delivery of complex network and telecommunications support across multiple sites for our DoD customer. This role is responsible for program execution, cost and schedule management, risk mitigation, and quality assurance, while aligning contractor performance with our customer's mission and objectives.
Work will be managed off-site with oversight of customer LAN support services at key locations including Fort Belvoir, VA; Richmond, VA; Tracy, CA; Battle Creek, MI; New Cumberland, PA; and Columbus, OH, as well as other enterprise facilities.

Essential Duties and Responsibilities
- Serve as the project manager for a large, complex task order (or group of task orders affecting the same systems).
- Act as primary liaison with the Government Contracting Officer, Task Order Managers, key leadership, and agency stakeholders.
- Provide overall program management support to the Program Manager, ensuring compliance with contract requirements.
- Develop, review, and approve technical solutions, implementation strategies, and schedules.
- Lead the execution of LAN/WAN support, network modernization, telecommunications engineering, and cybersecurity compliance activities across multiple locations.
- Oversee subcontractor performance, ensuring resource allocation meets enterprise-wide staffing requirements.
- Monitor cost, schedule, and performance metrics; prepare status reports, briefings, and contract deliverables.
- Implement risk management strategies to proactively identify, track, and resolve project risks and issues.
- Ensure compliance with DoD security policies, including NISPOM and IT-level investigation requirements.
- Maintain a high level of customer satisfaction through proactive communication and issue resolution.
- Design, implement, and manage VMware-based virtualization solutions, with a focus on VDI deployment and optimization within DoD networks.

Requirements
Minimum Qualifications (Knowledge, Skills, and Abilities)
- Active and current Secret federal security clearance
- Bachelor's degree in information technology, Engineering, Business, or related field; Four (4) additional years of relevant experience may substitute for degree.
- Minimum of five (5) years of project management experience leading large-scale IT or telecommunications programs, including progressive leadership roles and hands-on LAN/WAN technical support.
- Project Management Professional (PMP) or equivalent certification (required).
- DoD 8140 Baseline Certification: IAT Level II (e.g., Security+ CE, CCNA Security, SSCP).
- At least one Computing Environment (CE) certification such as BPIPA, CCDA, CCSA, CCSE, CCNA, CCNP, CCIE, CCSPA, or SCNA.
PREFERRED QUALIFICATIONS
- Prior experience supporting a DoD Combatant Command (COCOM) or defense agency strongly preferred.
- Proven track record managing geographically dispersed teams across CONUS and OCONUS locations.
- Deep understanding of network engineering, LAN/WAN operations, and telecommunications systems.
- Ability to integrate security and compliance requirements into technical and operational planning.
- Experience in risk management, cost control, and earned value management (EVM).
- VMware certifications (e.g., VCP-DCV, VCP-DTM, VCAP, or similar).
