The General Engineer Analyst provides expertise, guidance, and coordination on all phases of construction management and implementation in direct support of the Bureau of Overseas Buildings Operations, Office of Facilities Management (OBO/FAC).

In this role, the analyst:
- Advises OBO/FAC team members on project needs and construction observation activities.
- Supports effective oversight of construction projects and agency-specific operations.
- Maintains accurate records of buildings, ancillary structures, facility assets, equipment, and materials.
- Collaborates and interacts with contractors to ensure successful project execution.
The General Engineer Analyst assists with the following:
- Determining the cost of acquisition, operation, maintenance, and disposal of assets with an aim to understand the full financial commitment involved.
- Establishing inventory and condition baseline estimates.
- Providing a transparent basis for reporting the costs and benefits of projects and assets to stakeholders which includes justifying investments and demonstrating the value or return on investment over the asset's life.
- Analyzing lifecycle costs to determine the most cost-effective points in an asset's life to perform maintenance or replace it, thereby extending its useful life and optimizing asset management practices.
- Identifying and quantifying the risks associated with different lifecycle phases of a project or asset.
- Developing standardized reports and templates based on identified requirements.
- Developing ad-hoc reporting capabilities for users to generate custom reports.
- Defining and/or refining deferred maintenance and repair (DM&R) calculation to include:
- Maintenance History Review
- Review historical maintenance records to identify recurring issues and previously deferred tasks.
- Risk and Impact Analysis
- Analyze the potential risk and operational impact of each identified deferred maintenance issue.
- Assist with prioritizing funding for equally needed repairs on unequal systems.
- Maintenance History Review
Perform other assignments and tasks as required.
REQUIRED QUALIFICATIONS AND EXPERIENCE:
- CLEARANCE LEVEL: Top Secret (TS)
- Bachelor's degree
- Ability to translate users' requests into requirements and provide sound recommendations for innovative and creative improvements, alternatives, and solutions that contribute to product performance.
- Experience with Microsoft apps/tools, to include Power Apps, Power BI, Power Automate, Word, PowerPoint, Visio, Excel, and Teams.
- Excellent oral and written communication skills.
- Strong analytical and problem-solving skills.
- Must be detail-oriented, customer-focused and possess strong interpersonal skills.
- Ability to problem solve and identify, implement and/or monitor alternative solutions.
- Ability to understand, interpret, and apply requirements applicable to the scope of work.
- 10+ years of relevant work experience on Government networks.
- United States citizen and must be granted a Top-Secret security clearance prior to entry on duty and maintain such clearance throughout the period of employment.
