Overview
Tecolote Research is seeking a Budget Execution Analyst to assist with a DHS Component's Budget Execution activities. The analyst will assist the Government in supporting the Planning, Programming, Budgeting and Execution (PPBE) process.

Tecolote Research is seeking a Budget Execution Analyst to assist with a DHS Component's Budget Execution activities. The analyst will assist the Government in supporting the Planning, Programming, Budgeting and Execution (PPBE) process.
Responsibilities
- Perform budget execution support to include, but not limited to the following:
- Maintain and distribute Lines of Accounting as requested by the program manager
- Maintain and track spend plan reconciliation with the status of funds
- Manage multiple Spend Plans
- Conduct reconciliation between the financial reports and the spend plan; identify inconsistencies or imbalances, collaborate with stakeholders and provide recommendation / mitigation strategy to address the issues/concerns
- Provide financial management subject matter expertise
- Track commitments, obligations, expenditures using systems like the Federal Financial Management System (FFMS)
- Provide support in building and maintaining a budget dashboard
- Analyze financial data and prepare complex financial reports and briefings
- Allocate and track funding across multiple subdivisions and program codes
- Reconcile plan funding with actual expenditures
- Other budget execution activities include extracting, analyzing, summarizing and preparing data for presentation from the financial system, travel system, purchase card tool, etc.
Skills Required
- US citizenship required
- 3 to 10 years professional work experience
- Ability to obtain DHS Suitability
- Expertise in Microsoft Excel, Power BI, and Power Apps
- Knowledge and experience in the federal budget process, federal budget lifecycle, the federal procurement process, and the federal travel and government purchase card policies
- Ability to perform duties independently
- Strong oral and written communication skills
