Northrop Grumman Defense Systems in Northridge, CA is currently seeking a Staff Engineer Systems (T39505) to serve as the Integrated Product Team Lead for the Stand-in Attack Weapon (SiAW) Program's Transition to Production (T2P) Activities.
In this critical role, the Staff Engineer Systems will lead a cross-functional Integrated Product Team (IPT) through the through the development, validation and transition to production of a missile all-up round (AUR) for the U.S Air Force Stand-in Attack Weapon (SiAW) Program. The selected candidate will serve as the technical authority, driving key decisions to ensure production readiness, and will be responsible for the planning, development, validation, and delivery of all transition-to-production elements, including technical data packages, production test equipment, and associated process documentation. The selected candidate will act as the primary interface with internal stakeholders, operations leadership, and program management to ensure a seamless and successful transition into low-rate production.
Success in this role will reflect extensive experience in leading and managing technical and non-technical teams through production readiness activities for defense products and systems. Experience in technical data package development, test equipment development and qualification, and transition-to-production planning is required, as this position will demand both technical leadership and deep knowledge of production requirements. This role also requires demonstrated experience in cost account management (CAM), including planning, execution, and reporting to ensure that technical scope, cost, and schedule objectives are achieved. Skills and experience in multi-discipline engineering, supplier integration, and cross-functional coordination are preferred, as the role will require the ability to balance technical rigor, cost, and schedule to achieve program objectives. Skills and experience in multi-discipline engineering, systems integration and test are preferred.

Primary Level Salary Range: $171,000.00 - $256,400.00
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

- Serve as the Integrated Product Team Lead (IPTL) for the Transition to Production activities.
- Serve as the technical authority for all aspects of the production readiness efforts across the program's portfolio.
- Support internal program and business leadership by preparing and delivering briefs, program reviews, risk assessments, and product/program roadmaps.
- Champion producibility improvements related to manufacturability and testability to enhance quality, cost reduction, operational performance, and improve yield.
- Lead cross-functional efforts related to producibility, rate and capacity engineering projects with team of development engineers, manufacturing engineers and industrial engineers.
- Act as the primary point of contact for the AUR production readiness, working closely with program management, supply chain management, and engineering functional management to align the technical execution and deliverables with overall program objectives.
- Serve as the Technical Authority to government and customer stakeholders by preparing and briefing status of development and production, risks, and product roadmaps during customer meetings.
- Provide clear direction to the cross-functional engineering team, ensuring development and production goals are met, risks are mitigated, and issues are driven to timely closure.
- Drive the definition, development, and allocation of requirements in support of design and manufacturability improvements and ensure the seamless integration of upgrades.
- Act as the authority to production readiness reviews, engineering change orders and related technical data package revisions, and continuous improvement activities.
- Support proposal development and substantiation of related contract activities.
- Identify capital, facility, and other resource requirements to support discretionary funding requests for transition to production needs.
Basic Qualifications:
- BS degree in Electrical Engineering, Physics, Mathematics, or equivalent with 12 Years with Bachelors; 10 Years with Masters; 8 Years with PhD.
- Prior experience as an Integrated Product Team Lead (IPTL) and Cost Account Manager (CAM).
- Prior experience serving as organizational or program spokesperson on production transition activities.
- Excellent communication and interpersonal skills and ability to collaborate effectively with related disciplines and teams.
- Excellent problem-solving abilities with a track record of navigating through ambiguity and developing actionable plans.
- US Citizen with an active U.S. Government DOD Secret Clearance.
Preferred Qualifications:
- MS Degree in Electrical Engineering, Physics, Mathematics, or equivalent.
- Experience in transition from Technology Development to EMD, EMD to Limited Rate Production and product life-cycle engineering.
- Experience with leading/chairing Production Readiness Reviews (PRR).
- Experience with manufacturing capacity planning.
- Experience with implementing Design to Cost (DTC) principles.
- Experience with measuring test equipment effectiveness including availability, performance, and quality.
- Experience with estimating tasking including authoring and approving Basis of Estimates (BOEs) for Proposals.
- Experience in Missile Development and/or Airborne Systems.
