Duties

Duty 1 - Serves as a technical lead for the development innovative threat models, methodologies, tools, and processes to address adversary emerging capabilities and technologies across any or all domains.

Duty 2 - Performs multidisciplinary professional engineering work involving the application of mastery level knowledge of electronics, mechanical, aerospace, and/or other engineering disciplines to satisfy the needs of customers in the acquisition, development, and/or sustainment of weapon systems, sub-systems, or support systems.

Duty 3 - Serves as a principal technical expert to senior officials, intelligence analysts, engineers, and/or other national and international Intelligence Community partners.

Duty 4 - Reviews internal and external flight production requests and implements the plan, schedule, and procedures to address all requests requiring innovation to address new and complex intelligence requirements.

Duty 5 - Represents NASIC at various DoD, national and international level working groups to advocate NASICs position on the characterization of threat weapons and to collaborate on support work involving modeling and simulation.

  • All new DCIPS employees are required to complete a two-year DCIPS trial period.
  • Position is designated special-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.

  • A professional engineering degree at the bachelor's level from an ABET accredited institution is required. An advanced degree in engineering is preferred.
  • The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
  • Recall to duty may be a requirement of this position; overtime and emergency overtime may be required.
Qualifications

This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

POSITIVE EDUCATION REQUIREMENT: This position has a positive education requirement. If transcripts are not provided, your resume MUST list the appropriate academic field (e.g. biology, mechanical engineering, economics, sociology, etc.) and all courses you have taken (including those failed), which appear to satisfy the qualification requirements of the position for which you are applying. List graduate and undergraduate courses separately. BASIC REQUIREMENT:

A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Professional knowledge of scientific and engineering principles, practices, and concepts; and threat modeling & simulation, the all-source scientific and technical intelligence production process, technical project management, Threat Modeling and Analysis Program (TMAP), Integrated Threat and Simulation Environment (ITASE), and the Defense Intelligence Analysis Program (DIAP). Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Professional knowledge of multi-disciplinary engineering (such as electronic, electrical, computer, aerospace, or mechanical disciplines, mathematics, computer science, or closely related fields) concepts, principles, standards, methods, techniques, practices, and procedures to effectively apply engineering theories, principles, and concepts to new threat analysis applications and software developments.

2. Professional knowledge of emerging threat systems, capabilities, and technologies; software development and modeling & simulation (M&S); all-source scientific and technical intelligence (S&TI) analysis; technical project management, and associated production processes/policies to perform the engineering design, analysis and M&S across Air, Land, and Space/Counterspace threat systems.

3. Expanded knowledge of the mission, role, function, organizational structure, and operation of the DoD, Air Force, and Intelligence Community; and their communication and information infrastructures and organizations.

4. Skill and ability to gather and analyze a variety of program information, make sound judgments concerning task progress and effectively communicate, including the presentation of technical problems and results in a logical and concise manner; skill and ability to apply practical thinking skills, attention to detail, balanced decision making, conceptual thinking, consistency, goal directedness, problem and situation analysis, reliability, and theoretical problem solving, emotional control, handling stress, initiative, job ethics, meeting standards, listening skills, personal accountability, commitment, and drive.

5. Ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy; and ability to plan and organize work, and consult effectively with co-workers and peers.

6. Ability to collaborate and effectively work within a group setting, maintain effective working relationships with a variety of technical representatives, peers, and government contractors; and skill in presenting technical findings and evaluations clearly, logically and concisely in a variety of verbal, written and graphical formats.

CONDITIONS OF EMPLOYMENT CONTINUED:

1. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.

2. Work is normally performed in a regular office setting. Work is mostly sedentary and may require long periods of time working at a desk or computer terminal. Other physical activities may include standing to deliver briefings, bending to file and climbing stairs. The entire facility is handicap accessible. Incumbent may be required to travel outside NASIC to attend training, meetings, workshops or seminars in order to teach, receive or exchange information in their area of expertise. In doing so, incumbent may be required to travel locally, within or outside the country.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). This position is a Defense Civilian Intelligence Personnel Systems (DCIPS) position implemented under Section 504, Title V of Public Law 99-569, Intelligence Authorization Act for Fiscal Year 1987, as codified in Sec 1601, Chap 83 of Title 10 United States Code which sets forth Air Force policies and procedures for DCIPS. This position is in the Excepted Service.
