Duties

  • You will serve as the Deputy Case Manager and provide shared management of a portfolio of Security Cooperation cases directed to NAVSUP WSS and the International Programs Directorate for your assigned country programs.
  • You will develop comprehensive tailored solutions in cooperation with international partners and other U.S. military departments (MILDEPs) and agencies in support of your assigned country programs to improve performance or reverse negative trends.
  • You will provide advice, guidance, and direction to lower graded employees with questions on assignments, problem/resolution concerns, program issues that are under review and current deadlines and time frames for completion.
  • You will monitor all aspects of international partner programs in the assigned area of responsibility, including the timely delivery of all material and services, and the financial accuracy of the overall FMS program.
  • You will participate in the development, management, execution and reconciliation of FMS Letters of Offers and Acceptance (LOAs) directed to NAVSUP WSS.
  • You will apply Navy FMS budget regulations, policies, and procedures to formulate, execute, and monitor budgets for assigned FMS country programs and weapon systems.
  • You will oversee all accounts as well as distribution and maintenance of funds in Management Information Systems International Logistics (MISIL).
  • You will coordinate transportation of material including hazardous and other classified material, as well as the return of Repair of Repairable (ROR) materials.
  • You will initiate follow-ups, both automated and manually to sources of supply when status reported is unacceptable, expediting is required, or negative trends (late to need) are exposed.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-11) or pay band in the federal service or equivalent experience in the private or public sector demonstrating a wide range, comprehensive knowledge and experience in management information systems, security assistance programs, acquisition procurement, and foreign military sales (FMS).

Specialized experience must demonstrate the following:
1) Utilizing logistics management methods, principles and techniques in support of program goals and objectives;
2) Researching, analyzing, and resolving supply and financial discrepancies or issues;
3) Evaluating quantitative or qualitative analysis data to determine program operational performance;
4) Evaluating, and/or implementing workable solutions to improve performance or reverse negative trends; and5) Identifying potential alternative sources for supplies by initiating acquisitions, and interfacing with commercial buying services;
6) Ensuring the financial accuracy of all programs by identifying and resolving discrepancies and developing effective solutions while maintaining timely delivery of all material and services.
