PROGRAM ANALYST (INTERNATIONAL CASE COORDINATOR)

Help

• Advises Agency Leadership on strategies, foreign policy matters, and the strategic impact of DISA programs and operations on international affairs.
• Provides guidance on Security Cooperation and International acquisition matters.
• Evaluates new and changing Security Cooperation regulatory and policy material to assess its significance and impact on DISA, DoD Community, and International customer base.
• Performs duties as a Foreign Military Sales (FMS) Case Manager throughout the full life-cycle of the FMS sales process.
• Serves as a Contracting Officer's Representative (COR) for FMS related contracts.
• Prepares reports, position papers, and related documents in support of DISA involvement in international programs.

Qualifications

Time in Grade:

For entry at the GS-14 level, status applicants must have served 52 weeks as a GS-13 or higher grade in the Federal Service.

Specialized Experience:

For the GS-14, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-13 grade level in the Federal service, or comparable in difficulty and responsibility to GS-13 if outside the Federal service.

Specialized experience is defined as: Experience managing Security Cooperation programs to advise leadership on foreign policy matters and the strategic impact of DoD programs such as Foreign Military Sales, and experience coordinating international agreements and engagements, and representing DoD in national and international forums.

In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position. Applicants must describe how their experience meets the competencies within the body of the resume. No separate statements addressing competencies are required.

Qualification and time-in-grade requirements must be met within 30 days after the closing date of this announcement.

Education

There is no substitution of education for specialized experience at the GS-14 grade level.

• Employee must meet DoD Security Cooperation Workforce Certification requirements applicable to the duties of the position. Selectee must meet the designated certification AoC and Level requirement; if not has 1 year (Basic) 2 years (Intermediate - Expert) from Security Cooperation Workforce Development-Database entry date to become certified in accordance with the National Defense Authorization Act (NDAA) 2017, Title 10 United States Code, Section 384. Incumbent of this position is required to comply with all Department of Defense and Defense Security Cooperation Agency requirements of this certification program. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action. Incumbent is required to maintain 20 hours of professional development continuous learning every two-year period to maintain good standing in the DoD Security Cooperation Workforce Certification Program.
