Qualifications

Specialized experience must demonstrate the following: 1) Monitoring and evaluating curriculum to ensure it is comprehensive, inclusive, and informative as related to agency requirements; 2) Interpreting training requirements, regulations and policies for implementation within an organization; 3) Gathering and analyzing input from a variety of sources to identify training needs; and 4) Maintaining a current knowledge on new and innovative developments in the education field.

Education
Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
Applicants must possess a 4 year course of study in an accredited college or university leading to a bachelor's or higher degree that included or was supplemented by at least 24 semester hours appropriate to the work of the position. My course work included study in at least four of the five following areas:
1) Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.
2) Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.
3) Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.
4) Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.
5) Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.

PPP applicants will be placed at the FPL, if determined Well Qualified (WQ). To receive priority consideration, the FPL must be the same grade level or equivalent of the retained grade or the grade held immediately prior to separation.
- You will coordinate all new and revised curricula for officer training, developing and recommending policy and direction for development, maintenance, management and evaluation of programs and materials.
- You will conduct needs analysis and develops learning analyses.
- You will review course control documents under development or revision before final submission to the Training Directorate Head for approval.
- You will analyze course content and target population and validates appropriateness of teaching strategies.
- You will establish and reviews learning events, course content, and instructional design plans.
- You will measure and analyzes the effectiveness and efficiency of educational and training programs and courses of instruction using formative, summative, and operational evaluation and analysis of assessment strategies.
- You will plan, develop, and implement a comprehensive test item analysis and feedback program that incorporates course testing plan approval.
- You will ensure that test items match objectives and that the testing methodology is appropriate for the objectives.
- You will manage the Formal Course Review (FCR) and Internal Course Review (ICR) programs.
- You will provide detailed program analysis and validation of Job Duty Task Analysis (JDTA) data, ensuring correlation to occupational standards.
- You will evaluate and recommends approval, disapproval or modification of instructional aids and devices for use in CIWT courses.
- You will develop and administers surveys to obtain feedback from students, graduates, supervisors, and instructors.
- You will review academic journals, attends conferences and educational programs to keep abreast of new developments in educational fields, such as testing and technology.
