Duties

  • Coordinates implementation and manages execution and evaluation of wing programs pertaining to Resilience. Serves as an on-site program manager for the assigned resilience initiative addressing seams/shortfalls with existing resources for general purpose forces (based on risk) in order to more effectively enhance the wellbeing and resiliency of Airman and decrease negative outcomes such as interpersonal and self-directed violence. Advises wing, group, and squadron leadership, and the installation-wide helping agency leads e.g., Community Support Coordinator, Violence Prevention Integrator, Airman & Family Readiness on resilience program and full implementation of resilience initiatives.
  • Serves as program manager on Assigned Resilience initiatives. Serves as program manager on assigned Resilience initiatives. Serves as a project lead to manage, facilitate, and conduct process improvement projects, strategic planning alignment, and consultant management capabilities to improve mission effectiveness, resource efficiency, and resource savings.
  • Serves as Assigned Resilience Programs Contracting Officer Technical Representative (TR). Serves as the unit Resilience TR for assigned resilience program contractors assigned to and embedded in wing and subordinate group units.
  • Promotes the resilience of assigned Airmen and family through management of wing assigned Resilience initiatives. Creates and sustains an organizational culture which encourages resiliency and help-seeking behaviors to ensure mission success.

Qualifications

In order to qualify, you must meet the specialize experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, for Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of qualitative and quantitative techniques to plan, schedule, and conduct projects and studies including gathering, assembling, and analyzing facts; drawing conclusions; devising recommended solutions; and packaging the entire process in briefings, papers or reports suitable for top management use and decision making; basic knowledge of behavioral, social, and economic factors affecting AF military workforce and their families in order to provide guidance and feedback for program; ability to understand social services delivery systems to ensure effective program management and communication implementation, execution and evaluation; ability to effectively engage and partner with committees, working groups, and teams to collaborate across the installation and off-base community for the purpose of maximizing resilience program effectiveness; ability to staff/coordinate packages with installation leadership and other agencies in order to establish and sustain effective communications, and program implementation, execution and evaluation, and ability to communicate effectively both orally and in writing to maintain good working relations and ensure effective resilience program implementation, execution, and evaluation.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in -grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of pertinent laws, regulations, policies, guidance and precedents which affect the use of program and related support resources in the areas of Resiliency as well as the major issues, program goals and objectives, work processes, and administrative operations of an installation in order to effectively manage program execution.

2. Knowledge of qualitative and quantitative techniques to plan, schedule, and conduct projects and studies including gathering, assembling, and analyzing facts; drawing conclusions; devising recommended solutions.

3. Basic knowledge of behavioral, social, and economic factors affecting active duty military workforce and their families in order to provide guidance and feedback for program implementation, execution, and evaluation.

4. Ability to understand social services delivery systems to ensure effective program management and communication.

5. Ability to effectively engage and partner with working groups and teams to collaborate across the installation and off-base community for the purpose of maximizing resilience program effectiveness.

6. Ability to communicate effectively both orally and in writing to maintain good working relations and ensure effective resilience program implementation, execution, and evaluation

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
