Position Description
ENSCO, Inc. is seeking a Program Analyst (Level 2) to provide intermediate-level program management and analytical support for the Federal Aviation Administration (FAA) Air Traffic Organization (ATO) NAS Enterprise Services Group (AJW-17). This position will contribute to program oversight and security engineering initiatives that enhance the safety, security, and operational efficiency of the National Airspace System (NAS). The selected candidate will assist with the development, review, and tracking of program plans, schedules, and documentation. Responsibilities include preparing reports and draft briefings for leadership, supporting budget tracking and resource planning activities, maintaining project records, and monitoring the status of action items and deliverables. The role will also help coordinate with technical, operational, and policy teams to ensure program objectives are met, assist with compliance documentation, and participate in stakeholder meetings to support effective communication. Additional duties include maintaining basic program metrics, assisting with audit and review activities, and supporting process improvement initiatives under the guidance of more senior program staff.

Position Description

Qualifications Required:
- Bachelor's degree in a related information technology field (may be substituted for 5 years of relevant experience)
- 15-20 years experience (Master's Degree may be substitute for 3 years experience; PhD may be substituted for 7 years experience
- Extensive experience in the development, review, and management of program plans, schedules, and deliverables, including oversight of milestone tracking and performance reporting.
- Proven expertise supporting federal budget formulation, execution, and resource planning, with the ability to provide authoritative guidance on financial and staffing alignment.
- Strong background in program governance, compliance documentation, and configuration management processes, including development and review of technical documentation and audit artifacts.
- Demonstrated ability to prepare and deliver high-quality executive-level briefings, detailed reports, and stakeholder communications.
- Experience leading or supporting cross-functional teams across technical, operational, and policy domains, including engagement with senior government stakeholders.
- Advanced proficiency in Microsoft Office Suite (Word, Excel, PowerPoint) and collaboration platforms (MS Teams, SharePoint, Smartsheets).
- Strong organizational and leadership skills with the ability to manage multiple concurrent efforts and guide less experienced analysts.
- ABILITY TO OBTAIN AND MAINTAIN A DOD SECRET SECURITY CLEARANCE FOR WHICH, YOU MUST BE A U.S. CITIZEN
Qualifications Desired:
- Experience working with the FAA ATO
- Experience supporting federal budget formulation and reporting (CIT reviews, OMB-300, resource planning documents)
- Exposure to audit support activities (GAO, OIG, or DHS) and compliance tracking for cybersecurity or engineering programs
- Strong skills with data call coordination, policy documentation, and risk management support
- Active SECRET security clearance
