(Blue Rose) is seeking compassionate, highly experienced leaders to serve as Lead Behavioral Health Specialists within federal facilities along the Southwest U.S. Border. In this role, you will anchor a dedicated team of Child Well-Being Specialists and act as the primary liaison with federal partners to ensure trauma-informed, child-centered care in high-stakes environments.
Your Mission
- Lead and Mentor: Provide supervision, weekly clinical guidance, and professional development to Child Well-Being Specialists across shifts.
- Primary Liaison: Serve as the key link between CBP leadership, DHS HQ, partner agencies (e.g., HHS ORR), and the Blue Rose Program Manager.
- Resolve High-Need Cases: Manage complex, high-stakes child well-being cases with decisive, compassionate escalation and coordination.
- Champion Operational Excellence: Oversee staffing allocation, shift coverage, change-of-shift handoffs, and surge staffing; drive improvements in behavioral health protocols and trauma-informed practices.
- Build Bridges: Facilitate seamless interagency communication and collaborative care with local, state, and federal stakeholders.
Schedule & Shift Details
- On-Site & On-Call: 8 hours on-site plus up to 4 hours on-call per day (as needed).
- Rotations: Includes nights, weekends, and holidays on a rotating basis.
- Rapid Response: Must be able to report on-site during on-call hours for critical needs.
Required Qualifications
- Education: Master's or Doctoral degree in a behavioral health field.
- Licensure (active, unrestricted in state of deployment): LCSW/LICSW, LMFT, LPC, or Licensed Psychologist (LP).
Experience:
- 5+ years post-licensure in child development/welfare, trauma-informed care/interventions, and clinical evaluations/case management.
- 2+ years leadership/supervision in healthcare, behavioral health, or social services.
- Language: Bilingual (Spanish/English) required for Lead roles.
- Core Skills: Strong team leadership, communication, judgment under pressure, and ability to operate in dynamic, field-based settings.
- Compliance: Ability to obtain/maintain federal suitability and background clearances; adherence to all program documentation and reporting standards.
Preferred Qualifications
- Experience in immigration or border health settings.
- Demonstrated success implementing trauma-informed systems change in multi-agency environments.
Key Responsibilities
- Provide sector-wide advisement and decision support to USBP leadership and attend relevant interagency briefings.
- Allocate staffing among facilities; maintain updated surge deployment plans; coordinate PRN Lead/Specialist activation as needed.
- Supervise Specialists, conduct regular staff meetings, performance reviews, and ongoing training.
- Ensure robust change-of-shift handoffs and oversight of daily/weekly/monthly reporting.
- For complex cases (elevated medical/psychosocial risks), coordinate with USBP, DHS, and HHS ORR to expedite safe placement and continuity of care.
Background & Suitability (Federal Requirements)
- Tier 4 CBP background investigation and PREA screening prior to EOD.
- Suitability screening as required by DHS; access to CBP systems (e.g., EMR, portals) per program guidelines.
- U.S. citizenship or 3 of the last 5 years residency in U.S. territories, per federal system access requirements.
