Position Summary:
RMGS is seeking a Bids & Proposal Manager to support business development by managing the development and submission of compliant, compelling, and competitive proposals in response to U.S. Government solicitations (RFPs, RFQs, RFIs, Sources Sought). This role requires deep knowledge of federal acquisition regulations (FAR/DFARS), proposal best practices, and coordination across capture, technical, pricing, and contracts teams. Position Summary:
RMGS is seeking a Bids & Proposal Manager to support business development by managing the development and submission of compliant, compelling, and competitive proposals in response to U.S. Government solicitations (RFPs, RFQs, RFIs, Sources Sought). This role requires deep knowledge of federal acquisition regulations (FAR/DFARS), proposal best practices, and coordination across capture, technical, pricing, and contracts teams. The ideal candidate is detail-oriented, deadline-driven, and experienced in government contracting environments.
Key Responsibilities:
- Lead the proposal development process from pre-RFP planning through final submission and post-submission activities.
- Analyze solicitation documents to identify requirements, evaluation criteria, and compliance issues.
- Develop proposal outlines, compliance matrices, and schedules aligned with solicitation deadlines.
- Facilitate proposal kick-off meetings, color team reviews (Pink, Red, Gold), and debriefs.
- Collaborate with SMEs, pricing analysts, and subcontractors to gather and integrate content.
- Write, edit, and format proposal sections including management, technical, past performance, and executive summaries.
- Ensure proposals are compliant with FAR/DFARS, agency-specific guidelines (e.g., GSA, DoD, DHS), and internal quality standards.
- Maintain a repository of reusable content, templates, and graphics.
- Track proposal metrics, win/loss ratios, and lessons learned for continuous improvement.
- Support post-award activities including clarifications, BAFOs, and transition planning.
Required:
- Bachelor's degree in Business, English, Communications, or related field.
- 10+ years of experience in federal proposal management or government contracting.
- Strong understanding of FAR/DFARS and federal procurement processes.
- Proven success managing proposals for federal or civilian agencies.
- Excellent writing, editing, and project management skills.
- Proficiency in Microsoft Office Suite and Adobe Acrobat.
Preferred:
- APMP certification (Foundation or higher).
- Experience with proposal tools (e.g., SharePoint, Deltek GovWin).
- Familiarity with Shipley or similar proposal methodologies.
- Experience with IDIQs, BPAs, and task order responses, as well as government contracting vehicles (OASIS+, GSA MAS, etc.).
