Job Description

The Partnerships Strategy & Knowledge Integration Officer plays a central role in shaping NATO's long-term partnership strategy by identifying engagement opportunities, conducting geopolitical analysis, and developing knowledge management frameworks. This position supports the integration of Partner contributions into Allied Command Transformation (ACT) Programmes of Work (PoW), while ensuring institutional memory, policy alignment, and strategic foresight across the Partnerships Branch.

  • Partner Engagement & Strategic Analysis
    • Identify ACT Programmes of Work that offer opportunities for Partner engagement and assess Partner nations' potential contributions.
    • Provide geopolitical analysis and Key Leader Engagement (KLE) support for Partnership for Peace (PfP) countries.
    • Serve as Action Officer (AO) and contribute to Bi-SC tasks related to PfP country initiatives.
  • Knowledge Management & Corporate Memory
    • Develop and implement corporate memory mechanisms for partnerships, including synthesis, documentation, traceability, and change management.
    • Provide quality assurance for partnership development activities and contracting processes across the branch.
    • Lead Information Knowledge Management (IKM) initiatives within the Partnerships Branch.
  • Policy Development & Strategic Foresight
    • Contribute to the drafting of policies, reports, and studies on long-term perspectives of NATO military partnerships and their interaction with NATO's defense policies and cooperative programs.
    • Analyze and assess lessons learned and best practices across the NATO Enterprise to support the evolution of NATO concepts, policies, and procedures related to partnerships.


Required Qualifications:
  • Experience in foreign/international security, international cooperation, defense, or military affairs.
  • Experience within the NATO Enterprise (preferred), or in a defense/security-related role within an international organization, national mission, delegation, or embassy.
  • Demonstrated working knowledge of NATO Partnerships, security sector reform, defense and security capacity building, defense planning, or military capability development including operations research.
  • Ability to work collaboratively across diverse teams and cultures
  • Current passport


Required Education/Clearance
  • Active Secret clearance
  • Master's degree or higher in international relations, international security, international development, military studies, foreign policy, public affairs, political science, or a related discipline; or graduation from a NATO or national military staff college (OF-3 level or higher)

*Priority given to applicants with both post-graduate degree and military staff college

* Position contingent on contract Award

* International travel likely required (up to 30 days)
