THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION

Position to be filled upon the vacancy of the incumbent.


This National Guard position is for a SEXUAL ASSAULT RESPONSE COORDINATOR (SARC)(Title 5), Position Description Number T5899000 and is part of the CT 103rd Airlift Wing, National Guard.

JOB SUMMARY: The primary purpose of the position is to be the single point of contact to coordinate response activities when a sexual assault is reported within their area of responsibility (AOR). Responsible for assigning, monitoring, managing, and documenting victim assistance and advocacy activities performed by the Sexual Assault Prevention and Response (SAPR) Victim Advocates (VA) at the tactical (e.g., command)level, SARCs will serve as team leads for SAPR VA teams. SARCs are authorized to perform sexual assault victim advocate duties and will provide a non-clinical response that is trauma-informed, gender-responsive, culturally competent, and recovery-oriented. Incumbent will be notified of all reports of sexual assault within their AOR. SARCs will report to, be supervised, and evaluated by, and have direct and unimpeded access to the Supervisory Principal SARC. SARCs will also have direct and unimpeded access to the Commander when acting on behalf of the Supervisory Principal SARC or when a victim is experiencing a safety issue.

The major duties include, but are not limited to:
  • Serve as the single point of contact to coordinate response activities and oversee both military and civilian SAPR VAs in providing a non-clinical response to adult victims of sexual assault that is trauma-informed, gender-responsive, culturally competent, and recovery-oriented within their AOR.
  • Manage SAPR cases and referrals, to include data entry of official reports of sexual assault and SAPR Related Inquires into the Defense Sexual Assault Incident Database (DSAID) within the applicable timeframes, ensuring compliance with DoD and Service policies, legal requirements, and guidelines ensuring a high level of data quality.
  • Assist in program evaluation and improvement initiatives by providing feedback and suggestions to the Supervisory Principal SARC and Sexual Assault Prevention and Response Advisory Committee (SAPRAC), as applicable.
  • Ensure that the organization's strategic plan, mission, vision, and values are communicated to the SAPR VAs and integrated into the team's strategies, goals, objectives, work plans, work products, and services.
  • Apply basic strategies for skilled communication, including developing rapport and actively listening, to perform essential victim advocacy and support duties for adult cases of sexual assault as outlined in Department of Defense (DoD) and Service policy, to include conducting risk screenings and non-clinical safety assessments, coordinating with relevant on-base and off-base resources, accepting official reports of sexual assault, and preparing the "Victim Advocate Recommendations to the Commander" in the absence of a SAPR VA or as requested by the victim in accordance with policy.

  • Must possess a National Agency Check (NAC) prior to appointment in the position; Must be able to obtain and maintain a secret security clearance.
  • Federal employees currently serving in the competitive service must acknowledge they will voluntarily leave the competitive service by accepting an offer of employment for this NG Title 5 excepted service position.
  • U.S. Citizenship required.
  • Must possess a valid state driver's license.
  • This position is subject to provisions of the DoD Priority Placement Program.
  • Federal employees currently serving in the excepted service (Title 32) must acknowledge they will voluntarily leave the Title 32 excepted service by accepting an offer of employment for this NG Title 5 excepted service position.
  • Within six (6) months of appointment, must graduate from required SAPR training courses and be awarded the DoD Sexual Assault Advocate Certificate. An active D-SAACP certification must be maintained for this position.
  • Must maintain active D-SAACP certification in accordance with Section 584 of Public Law 112-81 and DoD Instruction (DoDI) 6495.03. Failure to maintain certification may result in disciplinary and/or adverse action up to removal from federal service.
  • Must be able to work other than normal duty hours, to include evenings, weekends, and holidays, on an on-call or rotational basis; SAPR VA work hours could vary, to include a requirement to be available 24/7, to respond to calls.
  • This position may require temporary duty (TDY) business travel up to 25% of the time.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • This is an Essential Personnel position and may be subject to a maximum of 14 days of duty per year in preparation for, or in response to, a state emergency or disaster declaration.
Qualifications

GENERAL EXPERIENCE: A degree in behavioral or social science; or related disciplines appropriate to the position -OR- a combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field -OR- four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. Progressively responsible clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position.

SPECIALIZED EXPERIENCE: Your resume and any other supporting documentation you wish to provide must clearly substantiate you currently possess 1 year of specialized experience in the following:
  • Experience equivalent to at least the next lower grade level (GS-11).
  • Experience, education or training analyzing problems, identifying significant factors, gathering pertinent data and recognizing solutions; preparing reports, plans, policies and various correspondence; evaluating objectives and develop plans to facilitate the availability and effective utilization of various social science resources.
  • Experience demonstrating knowledge of the organization and its mission and utilized the organizational staff procedures.
  • Experience applying analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of social science program operations carried out by administrative or professional personnel, or substantive administrative support functions.
  • Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position.

KNOWLEDGE, SKILLS AND ABILITIES:
  • Knowledge of DoD and Service specific programs and structure, along with local, state, federal, and military laws; regulations; policies; and executive orders pertaining to sexual assault victim advocacy sufficient to plan, organize, implement, and carry out the components of a SAPR program.
  • Knowledge of accepted practices and procedures associated with victim advocacy, social services delivery systems, principles, and behavioral theories relating to victim advocacy, sexual assault, and other acts of interpersonal violence.
  • Ability to reach independent and authoritative conclusions as to appropriate actions needed to provide crisis intervention support and assess victims' needs, safety, and levels of risk in serious and complicated cases.
  • Knowledge of essential support and advocacy services, liaison resources, community networks, and best practices for aiding victims of sexual assault, adhering to established procedures.
  • Knowledge of training and education techniques to implement and deliver sexual assault training and brief installation leadership, SAPR VAs, first responders, and other stakeholders on the policies, practices, procedures, issues, and concerns associated with sexual assault and victim advocacy.
  • Ability to be proficient in data entry, organization, report preparation, and information development to ensure effective handling and utilization of information related to victim advocacy.
  • Ability to use data management and reporting systems to collect and organize data drawn from databases.
  • Knowledge of victim services records format and other forms required to document cases.
  • Ability to apply varied methods typical of sexual assault victim advocate programs, including crisis intervention, situational assessment, and needs analysis to provide tailored support and assistance and evaluate safety and levels of risk.
  • Knowledge of and skill in developing and implementing program plans and leading teams.
  • Skill in assessing installation program needs to accomplish goals and objectives, evaluating program results and effectiveness, and recommending and/or implementing solutions for improvements.
  • Ability to effectively communicate both verbally and in writing with all levels of management, staff, and military personnel and their families.
  • Knowledge of complex organizational dynamics, impact of management styles, organizational cultures, and ethics sufficient to identify and propose changes that resolve systemic problems.
  • Skill in applying knowledge to accomplish a variety of difficult and complex work assignments in carrying out the SAPR program.
  • Ability to develop trusting helping relationships and to work effectively with individuals and families from diverse racial, ethnic, religious, and socioeconomic backgrounds.
  • Skill in providing culturally informed services that empower marginalized individuals and adapt support strategies to align with the cultural, social, and personal contexts of each victim.
  • Knowledge of the available military and civilian resources on-installation and off- installation, what each resource can provide for a victim, and limitations and/or exceptions to confidentiality that may apply for to each resource.
Education

No substitution of education for specialized experience.

FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program. It is your responsibility to provide such evidence when applying.

Additional information

Primary Change of Station (PCS) relocation expenses will NOT be paid.
