Duties
Help
  • You will serve as a Contracting Officer Representative (COR) and Technical Instruction Manager responsible for contract execution and oversight.
  • You will be responsible for formulating, planning, developing, monitoring, evaluating and refining policies, programs, and other activities relating to technical contractual actions and technical documentation actions.
  • You will identify resources used in carrying out program/project objectives and consult or negotiate with program or project manager to resolve inconsistencies or competing requirements.
  • You will use approved schedules as basis for inputs to budget, and for exhibits needed to obtain financial support.
  • You will make budget evaluations (e.g., apportionments, long-term financial expenditure projections) to influence program/project plans and prepare and issue time-phased schedules.
  • You will identify organizations tasked to provide program/project plans, and prepare coordinating papers and procurement plans, as well as procedures by which they are maintained.
  • You will evaluate contractor proposals prior to award and assists in other contractual decisions such as procurement plans. and advise on trends affecting cost estimates and projected schedules.
  • You will establish control and reporting systems with capacity to forecast trends, and appraise contractor-furnished data to formulate a status report on program/project.
  • You will prepare financial reports for higher command, such as NAVSEA, PEO IWS, addressing various appropriations, and formulate estimates to support plans, program and activities.
  • You will design, develop, and implement a management information system, and analyze and evaluate workload requirements to determine need for management services contracts, and defends them before review boards.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower grade level (GS-11) or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: "conducting studies to analyze or evaluate financial, contractual, or programmatic efforts for combat or weapons systems in support of ship modernization and maintenance activities or operations."
