Position Description

ENSCO, Inc. is seeking a Training Developer (Level 2) to support the Federal Aviation Administration (FAA) Air Traffic Organization (ATO) Cybersecurity Group within the NAS Security and Enterprise Operations (NASEO) Directorate. This position will design, develop, and deliver cybersecurity training materials and programs to strengthen the skills, knowledge, and readiness of the National Airspace System (NAS) cybersecurity workforce.

The selected candidate will develop course content, training aids, and instructional materials in alignment with FAA policies, standards, and cybersecurity best practices.

Responsibilities include:
  • Conducting training needs assessments
  • Creating curriculum for various delivery methods (including instructor-led, virtual, and self-paced formats)
  • Integrating real-world scenarios into instructional design to enhance learning outcomes
  • Supporting the development of cybersecurity career paths and defining required training for each role
  • Assisting in outreach and awareness initiatives to promote cybersecurity across the organization
  • Coordinating with subject matter experts to validate content accuracy
  • Evaluating training effectiveness through feedback and performance metrics
  • Updating materials to reflect evolving policies, technologies, and threats

This position requires strong instructional design skills, a solid understanding of cybersecurity concepts, and the ability to translate technical material into engaging and accessible training for a variety of audiences.

Qualifications Required:
  • Bachelor's degree in a related information technology field (may be substituted for 5 years of relevant experience)
  • 15-20 years of experience (Master's Degree may substitute for 3 years; PhD may substitute for 7 years)
  • Demonstrated ability to design, develop, and implement complex training programs that align with organizational strategies and regulatory requirements
  • Expertise in cybersecurity workforce development, including job series creation, career path design, and role-based training requirements
  • Experience developing content for multiple delivery formats, including instructor-led training (ILT), e-learning, and blended learning
  • Strong ability to create supporting training materials such as assessments, job aids, and simulations that reflect real-world cybersecurity scenarios
  • Familiarity with federal cybersecurity policies, training requirements, and compliance standards
  • Proven ability to collaborate with subject matter experts (SMEs), program managers, and technical staff to ensure training materials are accurate, current, and effective
  • Excellent written and verbal communication skills with experience delivering executive-level presentations and training program documentation
  • Ability to obtain and maintain a DoD Secret security clearance (U.S. Citizenship required)

  • Experience working with the FAA ATO
  • Experience with e-learning development platforms (e.g., Captivate, Articulate, Camtasia, or similar)
  • Familiarity with adult learning principles
  • Active Secret security clearance

Salary Range

$108,825.60 - $139,033.12 USD
