Technical Buyer

MANTECH seeks a motivated, career and customer-oriented Technical Buyer to join our team in Virginia Beach, Virginia. This is a hybrid position with 2 days onsite and 3 days remote.

Join the Navy's Continuous Training Environment (NCTE) program and contribute to the evolution of warfighter readiness. We provide critical engineering and technical expertise for the U.S. Navy's premier Live, Virtual, Constructive (LVC) training capability. Our work involves seamlessly integrating live training with synthetic systems to create highly realistic and complex global training environments. We also drive the development of advanced representations for joint, theater, and national systems, and model new weapons technologies and emerging threats, ensuring our forces are prepared for any challenge.

Responsibilities include, but are not limited to:

• Collaborate with program managers, engineers, and technical teams to identify procurement needs and specifications
• Source and evaluate suppliers, negotiate pricing, terms, and delivery schedules
• Issue requests for quotes (RFQs), evaluate bids, and generate purchase orders in compliance with FAR/DFARS regulations
• Maintain accurate procurement documentation and ensure audit readiness
• Monitor supplier performance, address issues with quality, delivery, or compliance
• Manage the procurement lifecycle for both direct and indirect materials and services
• Ensure all purchases are compliant with company policies, government regulations, and contract requirements
• Assist in developing and improving procurement procedures and supplier management strategies

Minimum Qualifications:

• A Bachelor's degree and 3+ years of technical procurement experience. Associates degree with 7+ years; or high school with 11 years
• Understanding of suppliers and technical specifications
• Knowledge of FAR/DFARS and experience in DoD/government contracting
• Proficiency in procurement systems (e.g., Deltek Costpoint, SAP, or similar ERP systems)
• Proficiency in Microsoft Office, especially Excel
• Knowledge of procurement regulations

Clearance Requirements:

• Must be US Citizen with an Active Secret Security Clearance

Physical Requirements:

• Must be able to remain in a stationary position 50%.
• Constantly operates a computer and other office productivity machinery, such as a calculator, copy machine and computer printer.
• The person in this position needs to occasionally move about inside the office to access file cabinets, office machinery, etc.
