Acquisition Analyst

VISTA Technology Services, Inc. (VISTA) is currently seeking an Acquisition Analyst to support our NAVSEA customer. This is a hybrid position reporting onsite 3-4 days a week in Crystal City, VA.

Responsibilities:

The Acquisition Analyst will provide overall acquisition and programmatic expertise and support. They will:

Support the program office's annual Task Planning and Allocation Review; providing in-depth requirements analysis, liaison with performers, preparation of briefing materials
Development program spend plans, including tracking of appropriations
Assist with the execution of funding and data calls such as 7300's, Obligation Phasing Plan (OPP), SCN Execution Review (SER), execution reviews, and funding deep dives, as requested
Update weekly briefs, develop presentations, and maintain records management
Provide meeting support including meeting minutes, agenda support, coordination and facilitation, etc.
Contribute to effective analysis and management of incoming and outgoing actions items assigned from meetings, telecoms, or emails
Draft, coordinate, and review Purchase Requisition (PR) drafts for new contract requirements and modifications to established contracts, inputting PR information into system​
Support development and review of various acquisition documents: Acquisition Strategy, Acquisition Plans, Justification & Approval (J&As), Statements of Work (SOWs)

Basic Qualifications:

Mid-Level: Bachelor’s degree AND 5 years of relevant experience OR an Associate’s degree AND 10 years of relevant experience OR a Master’s degree in a relevant field
Senior-Level: Bachelor’s degree AND 15 years of relevant experience OR an Associate’s degree AND 20 years of relevant experience OR a Master’s degree in a relevant field AND 10 years of relevant experience
Experience developing program spend plans and tracking appropriations
Experience with executing funding and data calls (7300's, Obligation Phasing Plans (OPP), SCN Execution Reviews (SER), Execution Reviews, and funding deep dives)
Experience developing briefs and presentations, and managing records
Experience facilitating and coordinating meetings, providing agenda support, taking minutes, and tracking and managing action items
Experience drafting Purchase Requisition (PR) for new contract requirements and modifications to established contracts
Experience developing and reviewing Acquisition Strategy documents, Acquisition Plans, J&As, and SOWs
Knowledgeable with the NAVSEA Enterprise Planning System (NEPS)
Excellent verbal and written communication skills and organizational skills
Ability to be proactive and work independently and in a team environment
Experience with MS Office (Word, Excel, PowerPoint, MS Teams, etc.)
Active DoD Secret clearance

Salary at VISTA is determined by various factors, including but not limited to location, the individual’s particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $85,000.00 to $150,000.00 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of VISTA's total compensation package for employees.
