The NISC IV program at Leidos is looking for a Visual Weather Observation Project Management Program Analyst!

This position provides support to the Federal Aviation Administration (FAA) Visual Weather Observation Program (VWOS) team under the National Air-Space Implementation Support Contract (NISC).  The VWOS team works with the Program Manager and Team, and provides program and fiscal management to support implementation and operations of the FAA VWOS system network.  This position will also support the Real Estate Leasing requirements of the program.

Introduction:

The weather camera program is composed of hundreds of camera sites with thousands of cameras viewable from our cloud based web application, https://weathercams.faa.gov .  The program is tasked with implementing Visual Weather Observation Systems (VWOS) across Alaska to support congressional mandates.

We are seeking a highly motivated, detail oriented Third-Party Camera implementation Analyst with Project Management experience to join our Visual Weather Observation System (VWOS) and Weather Cameras (WCAM) team. This role is responsible for leading Weather Cameras third-party camera implementation and supporting associated WCAM and VWOS operations.  The ideal candidate has management/leadership experience and is a proactive problem-solver with strong communications skills.

Duties and Responsibilities:
  • Lead third-party weather camera implementation efforts to include external stakeholder engagement, negotiation of third-party agreements, documentation management, and clear-day creation and validation.
  • Camera Alignment Support: Assist field technicians with the alignment and calibration of camera systems to ensure optimal performance and image quality.
  • Site Outage Monitoring: Monitor and track site outages, proactively identifying issues and escalating them as needed to maintain system uptime.
  • Documentation and Reporting: Maintain accurate records of third-party implementation and operations support activities and provide regular updates to the team and management.
  • Add, delete, and update image data into the weather camera system.


Please note:   On must be able to work onsite in Anchorage, AK

Required Qualifications:
  • Bachelor’s degree plus 2+ years of prior relevant experience in the project management and/or outreach field OR Master’s degree with less than 2 years of relevant experience.  Additional years of relevant experience may be accepted/considered in lieu of degree.
  • Proficiency in MS Office Suite of applications (Word, Excel, PowerPoint).
  • Able to effectively communicate in the written and verbal form.
  • Work independently while maintaining a positive relationship with client and team.
  • Ability to obtain a Public Trust Security Clearance Suitability (To be eligible for Public Trust Security Clearance, one must be either a U.S. Citizen OR a U.S. Permanent Resident/Green Card holder who has resided in the U.S.A for the past 3 years of the past 5 years consecutively with no breaks).
  • Candidates should be organized, self-motivated, able to work independently as well as one on one, and should enjoy learning new processes and database applications.


Preferred Qualifications:
  • Ability to work independently and manage multiple tasks in a fast-paced environment.
  • Excels in facilitating individual and group communications with potential external stakeholders.
  • Develop and maintain positive relationships and two-way communication with current and potential stakeholders.
  • Proficiency in troubleshooting network connectivity issues and utilizing remote diagnostic tools
  • Strong problem-solving and analytical skills.
  • Excellent verbal and written communication for coordinating with field teams and local resources.
  • Ability to work in a fast-paced team environment.


Please Note:  The program budget salary for this role could fall anywhere between high $60,000 to low/mid $70,000,000 with a slight wiggle room (no guarantees) based on relevant experience and assessment.  Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.

Pay Range: Pay Range $57,850.00 - $104,575.00
