Duties
Serve as the principal advisor to the Director, Force Management, for all matters concerned with the formulation of Departmental plans and policies for personnel, acquisition, management, and the readiness of the Total Force. Develop and execute the overarching execution procedures of all functional areas of military personnel. Direct the formulation and execution of long-range, strategic plans and policies for comprehensive human resource management program. Responsible for the articulation and development of personnel processes to ensure that the Space Force has the personnel tools to accomplish its mission. Develop and issue policy guidance to Major Commands (MAJCOM), Field Operating Agencies (FOA), as appropriate. Adapts OPM, DoD, and other regulation and guidance relating to personnel policies and exercise full authority for the development of procedures which will implement this guidance.
Employees at this level is an expert within their functional area; heads of branches or divisions; or key program administrators. Conduct or direct activities or assists higher levels on challenging and innovative program development with only general guidance on policy, resources and planning; develops solutions to highly complex problems requiring various disciplines; responsible for fulfilling program objectives. Results are authoritative and impact programs or the well-being of substantial numbers of people.
Plan, organize, and direct the overall activities of the division or organization. Exercises supervisory personnel management responsibilities. Represent Space Force with a variety of agency, command, and installation and functional area organizations. Perform strategic communication to advocate for organization.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions,
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade NH-03/GS-13, or equivalent in other pay systems. Examples of specialized experience includes applying policies governing Human Resources responsibilities, Providing advice on policies, evaluating organizational structure, and developing communication involving the adherence to HR policy and regulations.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1.Expert knowledge of a wide range of Human Capital laws, executive orders, regulations, policies, directives, instructions,
and concepts governing functions such as force management, training and development, succession planning, talent acquisition, talentmanagement, engagement, performance or other programs related to personnel management within the federal government.
2.Mastery of advanced personnel principles, concepts, practices, analytical methods, a wide range of qualitative and quantitativetechniques, and relationships of various disciplines as well as seasoned consultative skill sufficient to resolve complex problems notsusceptible to treatment by standard methods.
3.Knowledge of organizational structures and functions across the agency to identify, consider, and present options for the
resolution of substantive organizational and program issues involving areas such as resources management, employment planning, andother special programs to bring program policies and operations in line with higher level vision, goals, and objectives.
4.Skill in conducting reviews and analyzing and assessing program operations to include identifying deficiencies; measuring
compliance, consistency, and effectiveness; and making recommendations for enhancements and improvements.
5.Ability to communicate both orally and in writing and to establish and maintain effective and positive working relationships.
6.Ability to plan, organize, and direct the function and mentor, motivate, and appraise the staff of the organization and effectively
apply agency safety, security, personnel management, and EEO regulations, practices, and procedures.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
