Duties

  • Execute projects and programs for substantial new construction, renovations and improvements for real property facilities, encompassing highly specialized or unique requirements.
  • Collaborate as necessary with engineers, scientists, and other expert personnel.
  • Maintain current knowledge of events, technology, organizational policies, and engineering procedures that impact current responsibilities.
  • Responsible for communicating critical issues to other staff agencies, installations and superiors.

Qualifications

In order to qualify, you must meet the Specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Position to include the Individual Occupational Requirements for All Professional Engineering Positions,0800 and Architecture Series 0808.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:

GS-0800 Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics NOTE: YOU MUST SUBMIT A COPY OF YOUR UNOFFICIAL TRANSCRIPTS.

A combination of experience and education that is qualifying in one of the following; Professional registration or licensure, Written Test, Specified academic courses or Related curriculum.

GS-0808 Degree: architecture; or related field that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems. NOTE: YOU MUST SUBMIT A COPY OF YOUR UNOFFICIAL TRANSCRIPTS.

A combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

SPECIALIZED EXPERIENCE; NH-0801-03, NH-0808-03, NH-0810-03, NH-0819-03, NH-0830-03, NH-0850-03: Applicants must have at least one (1) year, or will have one year within 120 days of closing of this announcement, one year of specialized experience which is equivalent to Federal experience at the next lower grade NH-02(GS-11) level or equivalent (grade level, pay schedule, pay band, etc) and is described in detail in my resume. Specialized experience is described as the ability to perform facilities engineering program and project management for a variety of funding sources; or manage and execute all design and construction phases related to new construction, renovations, and improvements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Knowledge of current U.S. laws and regulations, DoD and Air Force instructions, policies, and directives, and applicable international agreements as they pertain to assigned programs.
  • Knowledge of Air Force programming, budget, and funding process. Ability to forecast, develop, and evaluate resources requirements pertaining to assigned program (s).
  • Broad knowledge of all phases of Civil Engineer functions with special emphasis and professional knowledge of engineering design/construction and program management. Knowledge and understanding of professional concepts, principles, theories, and state-of-the-art practices applicable to the most complex projects.
  • Thorough knowledge of design/construction standards, methods, practices and techniques, materials, and contracting procedures relevant to executing assigned contracts/programs.
  • Ability to develop concise written technical information appropriate for any specific audience. Ability to effectively communicate via formal briefing or in a public speaking forum. Ability to utilize personal computers and the Internet to analyze, collect, and disseminate information.
  • PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    Physical Demands: The work requires regular and recurring construction and repair site inspections and investigations, during which there is considerable working, stooping, bending and climbing.

    Work Environment: There is regular and recurring exposure to moderate discomforts such as high noise levels around aircraft's ramps and shelters, high temperatures around heating plants, low temperatures in refrigerated rooms or adverse weather at construction or repair sites. May be required to travel by regularly schedule military or civilian aircraft and, if military aircraft, be subject to minor discomforts.
