Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: assisting with reviewing and managing military award programs; reviewing and processing military award actions; maintaining award data in electronic databases; AND coordinating award presentations.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Master's or equivalent graduate degree
or
2 full years of progressively higher-level graduate education leading to such a degree
or
LL.B. or J.D., that is related to the position being filled.
Must have a combination of specialized experience and education as described above that equates to one year of experience. The percentage of the required education plus the percentage of the required experience must equal 100 percent.

In accordance with DODI 8500.2 and SECNAV M5510.30, this position requires privileged access to Information Technology (IT) assets and therefore mandates a designation of IT Level II with the appropriate background investigation and security clearance commensurate with IT Level 11. Access to IT Level II systems require incumbent to complete a Standard Form (SF) 86 and must be able to maintain a Secret Clearance. A favorable ANACI (Access National Agency Check and Inquiry) background investigation is required for a non critical sensitive position with access to the network system.
ICTAP Applicants: To be considered well-qualified and exercise selection priority as an ICTAP candidate, displaced Federal employees must satisfy all qualification requirements for the position and receive a rating in the highly qualified category (score 85) or higher. Commute area is defined as the geographic area surrounding the duty location in which people can reasonably be expected to travel back and forth daily.

- You will manage the command's military awards programs and advancement examinations.
- You will ensure award actions are initiated, approved, edited and award citations are completed.
- You will prepare award packages for presentation and process award recommendations.
- You will review policy and regulatory changes pertaining to awards and determine best implementation method.
- You will provide guidance regarding establishment, staffing, approval, and maintenance of new incentive award programs for military personnel.
- You will formulate the Decorations and Awards Committee.
- You will serve as the command subject matter expert responsible for providing guidance regarding the establishment, staffing, approval, and maintenance of new incentive award programs for military personnel.
- You will review changes to governing Navy Regulations and other information pertinent to military awards, determines best method of implementing necessary changes and prepares updated information as needed for command wide dissemination.

- This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.
