Duties

  • You will serve as Assistant Deputy, fully share with the Deputy in the direction of all phases of the branch's program development, implementation, and management, as well as the internal organization, performance, and work assignments of personnel.
  • You will manage and execute processes for continuous assessment, analysis, and improvement or development of modernization candidate systems, including management studies where the boundaries are extremely broad and difficult to determine.
  • You will develop policy and POM strategies designed to refine and enhance surface combatant capabilities and enhance combat readiness, including integration, assessment, and programming of Navy Surface Warfare and Combatant development.
  • You will function as the "center of expertise" and Chief Advisor to the Deputy for new construction surface combatants Requirements.
  • You will be required to review and/or develop Resourcing and Requirements recommendations as well as acquisition strategies/plans, communicate program objectives to key high-level officials and project officers that support branch requirements.
  • You will function as the Navy Resources Sponsor for all new construction surface combatant ship programs.
  • You will directly supervise subordinate supervisors and other/expert analyst.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

I have one year of specialized experience performing analytical and evaluative methods and techniques for assessing program development or execution and improving organizational effectiveness and efficiency equivalent to the next lower grade level GS-14 or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate performing duties; 1) Understanding Navy ship building programs and policies which govern ship procurement. In depth understanding of ship sustainment to include modernization and ship operations; 2) Providing technical and management direction to a warfare area level organization comprised of military and civilian personnel, and overseeing the allocation of resources and tasking to an extensive network of Program Executive Offices/Program Management Offices as well as Navy laboratories, field activities and contractor groups; 3) Establishing requirements and resources needs for the development and construction of new combatant ships, ongoing construction of existing ship classes, fleet introduction, development and sustainment; and 4) Exercising responsibility over requirements establishment and compliance and the resourcing of those requirements for execution to include Joint Capabilities Integration and Development System (JCIDS) processing and Planning, Programming, Budgeting and Execution (PPBE) management of the Navy Surface Combat capabilities.
