Duties
MAJOR DUTIES AND RESPONSIBILITIES
Incumbent provides operational management support primarily to Morale, Welfare and Recreation(MWR) and Child and Youth Programs (CYP). Incumbent performs a combination of five or more of the following types of work:
Administration: Provides liaison with installation Administrative Department for official correspondence, taskers and senior management briefs. Coordinates MWR/CYP requirements with installation managers. Develops department-wide orientation and training programs.
Acquisition: Provides oversight and guidance for both Appropriated Fund (APF) and Non-Appropriated Fund (NAF) procurement, including review of purchase requests and Government Purchase Card transactions for both local and CONUS sources. Provides advice on effective and efficient methods for the acquisition of supplies and services. Supervises installation NAP purchasing agent.
Analysis: Develops guidance for installation level programs and participates with management in personnel, facility and fiscal planning. Assists with programming, analysis, and control of personnel/funds; evaluates program staffing/funding plans and execution, identifies actual or potential problem areas. Performs continuous appraisal of utilization of departmental resources to accomplish program objectives and goals.
Human Resources/Civilian Payroll: Provides oversight and guidance for recruitment, selection, discipline, pay setting, performance awards and benefits/compensation for US and Local National NAF employees. Coordinates with local Civilian Human Resources Office for similar functions for US and Local National APP employees. Provides payroll accounting services for NAF employees.
Warehousing: Provides oversight of warehousing of APF and NAF supplies and equipment, including NAF retail inventory. Ensures completion and reconciliation of periodic inventories, controls over overages and shortages and appropriate disposition of unserviceable inventory.
Facility Management: Oversees a maintenance, repair and improvement program for all MWR and CYP facilities, sports fields, green space, courts and outdoor areas at NAS 1, NAS 2, Augusta Bay and Marinai Housing. Establishes, monitors and adjusts internal processes to identify, document and prioritize work to meet needs while staying within budget. Ensures system is responsive to emergency trouble calls. Reviews trouble calls and determines assignment to NA VFAC or MWR Maintenance Crew .
Marketing: Provides oversight and guidance for marketing support including audio-visual, print and Internet mediums to ensure use of most cost-effective methods. Also, oversees Commercial Sponsorship and Advertising programs.
Information Systems: Provides oversight and guidance for Infonnation technology support to MWR and CYP, including, but not limited to, timekeeping/point of sales/reservation systems.
Internal Review/Managers Internal Control (MIC): Provides oversight to ensure accomplishment of surprise cash counts, control of petty cash, review of Uniform Management and Funding (UFM) eligibility, MIC assessments, overage/shortage controls, fixed asset inventories, warehouse inventories, etc., in support of periodic CNIC audits. Drafts responses to local Command Evaluation and Review Office reports. Drafts installation MWR/CYP audit responses for submission to region/HQ.
Accounting/Budgeting: Provides oversight and guidance for input and review of APF and NAF accounting documentation. Implementing legal and regulatory controls over approved budgets, providing advice on effective and efficient methods to obtain and use APP and NAP to support MWR/CYP programs and activities. Prepares and issues NAF travel orders.
A variety of other personnel, acquisition, accounting, marketing, maintenance, and internal review duties and responsibilities may also be performed by the incumbent of this position, depending upon the needs of the organization, to provide support to other FPR Divisions and Branches, such a$ Housing, Fleet and Family Support Center (FFSC) and Galley.
Supervisory Duties:This position performs as a Supervisor of US and LN (APF and NAF) employees. The incumbent plans work, sets priorities and schedules work as necessary to assure effective and expeditious accomplishment of priority of work without adverse effect on regular and recurring work. Looks to improve production and quality of work. Assigns work to subordinates based on employee's capabilities, priorities and difficulty. Develops performance standards and evaluates employees' performance. Provides technical and administrative oversight, advice and instruction. Interviews candidates and recommends hiring, promotions, etc. Approves/disapproves leave. Hears and resolves employee complaints, referring serious complaints lacking resolution to higher level supervision. Takes disciplinary measure such as warnings and reprimands and recommends more serious disciplinary measure to higher supervision.

KNOWLEDGE REQUIRED BY THE POSITION
Comprehensive and detailed knowledge and understanding of governing NAF budget and accounting policies, precedent setting decisions, procedures, pertinent laws and regulations and Installation policies to assure that budget forecasts, estimates, and services are provided in a manner consistent with applicable regulatory requirements and meets the needs of the supported customers.
Comprehensive and detailed knowledge and understanding of NAF contracting and NAF property management regulations, policies, rules and procedures to monitor internal controls, provide advice and assure NAF contracting and property management activities are accomplished in accordance with regulatory guidelines and meet mission requirements.
Extensive knowledge of business management principles, practices and techniques, and extensive and detailed knowledge of the principles and practices of the operating programs and their interrelationship in order to provide qualitative and quantitative assistance to various activities, and to recommend long-range program changes, new construction projects, and adjustments in operating programs and procedures.
Knowledge of the managerial, financial and employment plans, policies and programs of the organization and skill in projecting and anticipating organizational activity objectives and the effects of proposed changes within the programs.
Skill in analyzing policies and program data, delineating and assessing objectives, recommending strategies based on work operations, available resources, cost effectiveness, and progress or results desired.
Knowledge of Department of the Navy and Department of Defense resource management, personnel management, procurement, and logistical support systems as they relate to the direc1orate property management, property book accountability and warehousing of the APF and NAF property of the directorate.
Knowledge of a wide range of activities and services and customers' interests and needs to facilitate the development and conduct of fully satisfactory management support programs and to develop new and innovative concepts and approaches for increasing the financial stability of Fleet Readiness activities.
Knowledge of general business principles of financial planning, reporting, and of budgetary methods and processes for APF and NAF to ensure best use of resources and to plan for operating costs, major and minor constmction, renovation and capital purchases.
Skill in modifying and/or developing appropriate methods, approaches and procedures for the most effective management of division programs.
Knowledge and ability to supervise, delegate work, and accomplish mission requirements through subordinate personnel.
Extensive knowledge of administrative procedures involving correspondence, forms, files, reports, training requests, security clearances, travel orders and vouchers, calendar management systems, etc. in order to assess and ensure all directorate administrative processes are in compliance with regulatory requirements and Installation directives.
Extensive knowledge of personnel management policies and procedures involving recruitment, a wide variety of personnel actions, manpower data, classification and position management, job descriptions, training, awards, career development and performance appraisals in order to monitor and assure accuracy of personnel actions, provide advice and assistance to directorate staff, and serve as liaison between directorate and the personnel offices .
Receives general supervision from the Installation FFR (N9) Director, in terms of broadly defined work requirements, priorities, goals and objectives. Exercises full delegated authority for independently planning, organizing, managing and accomplishing all the functions assigned to this division including: management of the business and financial aspects of the MWR and CYP, property control, supply and warehousing, financial management, maintenance, marketing, information technology and NAF contracting. Work is reviewed and evaluated in terms of the quality of the services provided, timeliness, accuracy, effectiveness in achieving intended objectives, and the results obtained.

- Must possess and be able to maintain a current and valid U.S. state driver's license.
- This is a non-critical sensitive position requiring access to IT II system and/or PU.
- Position requires employee to obtain/maintain eligibility for a Secret security clearance.
