This position will work with OneZero Solutions to support the Naval Surface Warfare Center Philadelphia Division (NSWCPD). The NSWCPD is a Department of Defense entity responsible for research and development, test and evaluation, engineering and fleet support organization for the Navy’s ships, submarines, military watercraft and unmanned vehicles. This requirement is for NSWCPD Code 104, which is responsible for Information Technology Operations Division of NSWCPD’s Research, Development, Test & Evaluation (RDT&E) and Business Systems cybersecurity and information assurance support
The Proposal Manager (MANP2) leads and coordinates proposal development and project management efforts in support of NSWC’s mission-critical programs. This role involves managing multidisciplinary teams, ensuring compliance with Navy standards, and delivering high-quality technical and logistical support for programs such as SUBSAFE, cybersecurity, and strategic operations.
Education and Experience:
• Bachelor's Degree in computer science, information technology, communications systems management, or an equivalent technical degree from an accredited college or university, or a Project Management Professional Certification (PMP) is acceptable in lieu of a Bachelor’s degree.
• Ten (10) years’ experience in managing a team in information technology and serve as the overall program manager and primary interface with customers.
• Five (5) years’ experience in information assurance experience.
Essential Duties:
The candidate will be responsible for:
• Proposal Development & Oversight:
o Lead proposal efforts for engineering and logistics support contracts.
o Coordinate with internal and external stakeholders to gather technical inputs and ensure proposal compliance.
o Develop and manage proposal schedules, outlines, and review cycles.
• Program Management:
o Oversee large-scale, multi-year programs aligned with NSWC’s strategic goals.
o Monitor performance metrics and provide continuous improvement recommendations.
o Ensure Supervising Authority visibility and compliance with NAVSEA quality standards.
• Technical & Quality Assurance Support:
o Support NSWCPD Code 242 in quality planning, inspection, auditing, and certification (e.g., SUBSAFE/LEVEL I).
o Review Objective Quality Evidence (OQE) and manage digital records for Federal Records Center submission.
o Conduct vendor audits and surveys per NSWCPD procedures.
• Cybersecurity & IT Oversight (if applicable):
o Manage cybersecurity programs under RMF and DoD A&A processes.
o Implement and maintain security postures across IT systems.
• Leadership & Coordination:
o Lead contractor teams and interface with NSWCPD technical communities.
o Represent NSWC at internal and external meetings.
o Provide mentorship and guidance to junior staff.
Knowledge, Skill and Abilities:
• Strong leadership, communication, and organizational skills.
• Proficiency in Microsoft 365 (Excel, Word, Outlook, PowerPoint).
• Ability to work with diverse teams and stakeholders.
