Duties

Summary:
The primary purpose of this position is to serve as a command headquarters level program analyst, applying bases and units experience to analyze, develop, and evaluate issues, and develop and coordinate planning products and recommendations to resolve substantive problems and issues of effectiveness and efficiency of work operations in a major command strategic planning division and bases and units branch.

Duties:
  • Applying bases and units experience, analyzes, develops, and evaluates issues, and develops and coordinate planning products and recommendations to resolve substantive problems and issues of effectiveness and efficiency of work operations in a major command strategic planning division and bases and units branch.
  • Documents bases and units planning decisions in appropriate formats to meet Agency and Major Command requirements.
  • Actively participates in bases and units planning to improve organizational direction and focus using bases and units planning tools and techniques.
  • Prepares and delivers oral presentations such as briefings, training sessions, consultations, and bases and units-related strategy sessions with other staff service functions and activities to secure cooperation, resolve controversial matters, and convey information relative to proposed changes in assignments.
  • Maintains a continuous liaison with other Air Staff, other service headquarters counterparts, and DoD offices to accomplish and integrate Agency bases and units planning and execution actions.

  • Incumbent may be subject to other than normal duty hours
  • Position has been designated Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program
Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Management and Program Analysis Series 0343.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of the Agency bases and units planning, execution, and monitoring process and its associated task orders and databases; Expert knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectives of program operations toward development and/or improvement of critical command bases and units plans and products for conducting all aspects of bases and units planning, execution and monitoring; Expert knowledge of military command structure, missions, programs, and organizational relationships and program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events; Knowledge of the various command entities involved in overall bases and units planning and execution of bases and units operations and evaluations such as site activation task forces, environmental analyses, and execution and monitoring of programming plans (PPlans).

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Knowledge of a wide range of qualitative and/or quantitative methods to participate in the generation, assessment, and improvement of command level base's and unit's plans, processes, and implementation procedures required to generate applicable products, execution requirements and deliverables.
  • Knowledge of Agency and command program goals, objectives, and requirements, the sequence and timing of key operational events and milestones, methods of evaluating the effectiveness of bases and units planning actions related to actual events, and the relationship of the various command entities involved in overall program planning and execution of military operations and evaluations. Knowledge of the relationship of the various Air Force entities involved in overall planning and execution of military operations and evaluations.
  • Knowledge of the application of Agency airpower, nuclear and global strike expertise as it applies to assigned programs and assigned weapons systems at MAJCOM bases.
  • Skill in designing and conducting comprehensive studies and preparing solutions to resolve substantive problems and issues of effectiveness and efficiency of bases and units planning and execution in a major command program.
  • Ability to plan, organize, and negotiate effectively with senior analysts and management to accept and implement recommendations, where proposals involve substantive resources, and require extensive changes in established concepts and procedures.
  • Ability to communicate effectively, both orally and m writing, negotiate complex issues, and maintain good working relationships across a wide variety of personnel, agencies, and organizations Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process m briefings, papers, or reports suitable for top management use and decision-making.
  • PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
