Duties

  • You will serve as the principal advisor to the TRFB Commanding Officer, Executive Director, and Executive Officer.
  • You will be responsible for the management of the command's facilities, maintenance of existing facilities, planning and execution of sustainment, restoration, and modernization projects, and planning and execution of military construction projects.
  • You will ensure the command has facilities with the right capability, capacity, and condition to accomplish its mission.
  • You will direct development of infrastructure strategies to meet mission objectives by identifying new facility requirements from evaluating facility conditions, configurations, inspections and audit findings.
  • You will advocate for military construction and facilities sustainment, restoration, and modernization (FSRM) projects throughout the planning, programming, and budgeting process.
  • You will ensure required audits and assessments are conducted to assess program performance and corrective actions are performed to correct deficiencies and preventive actions are implemented to address trends or predicted issues.
  • You will plan, organize, and direct the activities of the Facilities Office and are responsible for the organization, personnel, and resource management of the office.
  • You will assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees and plan and schedule work to promote a smooth flow and even distribution of work.
  • You will identify need for changes in priorities and take action to implement such changes.
  • You will advise and provide counsel to subordinate employees on both work and administrative matters, including policies, procedures, and directives of management.
  • You will chair and participate in command level teams such as space allocation, balanced command, position management, resiliency team, hiring panels, and emphasis groups.
  • You will provide leadership in developing, implementing, evaluating and improving processes and procedures to achieve mission excellence and develop new methods of measuring program accomplishment, results, and effectiveness.
  • You will direct and oversee a team of building managers, facilities planners, engineers, and analysts in conducting and evaluating studies to develop improved processes for facilities management and devise solutions for which precedents do not exist.
  • You will analyze, evaluate and determine needs to ensure the command has facilities with the right capability, capacity, and condition to accomplish its mission.
  • You will develop of short and long-range program plans, goals, objectives, and milestones plus evaluating effectiveness of programs conducted throughout the command.
  • You will develop guidelines for conduct of program operations and develop criteria for measuring program accomplishments and the extent to which program goals and objectives are attained.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will need to be able to climb ladders and scaffolding.
  • You will be required to obtain and maintain a current valid United States driver's license.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: providing technical leadership and direction of facilities management programs and projects, in support of the development of infrastructure strategies, policies, processes, preventive and corrective action, contributing to the maintenance, sustainment, restoration, and modernization operations.
