Summary:
The Quality Control Manager I (QCM I) is responsible for implementing and maintaining the project-specific Quality Control (QC) Program in accordance with federal agency standards and contract requirements. This position supports quality compliance efforts on NAVFAC, USACE, GSA, VA, and other Federal Agency projects, assisting in documentation, inspections, submittals, and enforcement of the three-phase quality control process. The QCM I ensures that all materials, workmanship, and installations conform to contract specifications and approved submittals. This QCM is responsible for projects from $100K to $2,000,000. The QCM I will report to a Field Operations Manager or Project Manager II/III.

Duties and Responsibilities:
- Support the development and execution of the Three-Phase Quality Control System (Preparatory, Initial, Follow-Up) on federal projects.
- Assist with submittal reviews, request for information (RFI) tracking, and document control to ensure timely and accurate processing.
- Perform daily inspections, record deficiencies, and verify compliance with contract drawings and specifications.
- Coordinate with subcontractors, field supervisors, and government representatives to resolve quality issues and facilitate corrective actions.
- Conduct Preparatory Meetings and QC Coordination Meetings with government personnel (e.g., USACE Quality Assurance, USACE Project Engineer, NAVFAC Engineering Technician, and NAVFAC Construction Manager).
- Maintain the Daily Quality Control Reports, inspection logs, and photographic documentation using RMS/QCS, Procore, or similar systems.
- Assist in managing testing and commissioning processes, including coordination with independent testing laboratories.
- Monitor and verify material deliveries for compliance with approved submittals and specifications.
- Ensure that Non-Conformance Reports (NCRs) and Deficiency Logs are documented and closed in a timely manner.
- Support closeout documentation, punch list coordination, and O&M manual assembly.
Qualifications:
- 3'5 years of construction experience, with at least 1'2 years supporting quality control efforts on federal projects.
- Working knowledge of USACE/NAVFAC QC requirements, including EM 385-1-1, UFCs, and FAR/DFARS.
- Familiarity with construction drawings, submittals, specifications, and contract documents.
- Strong communication and documentation skills, with attention to detail.
- Proficiency in Microsoft Office, RMS. ECMS, Procore, Bluebeam, or equivalent construction management platforms
Required Certifications:
- OSHA 30
- USACE CQM-C (Construction Quality Management for Contractors)
- EM 385-1-1 training ' preferred or must be able to obtain within 30 days of hire
- CPR/First Aid
Working Conditions:
- Full-time field position on active federal construction sites, including secure or occupied military installations.
- Requires walking, standing, and navigating jobsite conditions for extended periods.
- May require travel and occasional weekend or extended hours to meet schedule demands. Unless living local to project site, travel is expected 75% of the time.
