Position Overview

The Intel Planner (Intelligence Plans Integration - MISO/MILDEC) supports the integration of Defense and National intelligence support capabilities into planning efforts across the Department of Defense (DoD). The planner will work closely with USCYBERCOM elements to embed intelligence expertise into campaign planning, crisis response, red teaming, and support for influence operations including Military Information Support Operations (MISO) and Military Deception (MILDEC). This position ensures synchronization of intelligence with operational and strategic objectives.

Responsibilities

  • Integrate intelligence collection, analysis, and targeting into campaign plans and operational planning in accordance with the Joint Operations Planning and Execution System (JOPES).
  • Participate in red teaming and feasibility assessments to support intelligence operations.
  • Conduct cyberspace-focused intelligence planning in support of USCYBERCOM missions.
  • Review and report on strategic guidance applicable to cyberspace intelligence operations.
  • Coordinate and produce National Intelligence Support Plans (NISP), Annex B, and Functional Support Plans (FSPs).
  • Assist with the development and maintenance of an intelligence task list identifying products and assigned divisions.
  • Serve as a focal point to the Joint Planning Group (JPG) and Operational Planning Team (OPT) for all intelligence support activities.
  • Coordinate intelligence production requirements, including Joint Intelligence Preparation of the Operational Environment (JIPOE).
  • Integrate CCMDs, Service Components, IC elements, and NSA into planning efforts.
  • Develop intelligence estimates, Priority Intelligence Requirements (PIRs), Center of Gravity (CoG) analysis, and COA assessments (MLCOA/MDCOA).
  • Support targeting coordination, including identification and refinement of Entities of Interest (EOIs) into Target Development Nominations (TDNs).
  • Participate in Intelligence Planning Steering Groups (IPSGs).
  • Develop methodologies to measure progress against strategic objectives and policy execution.
  • Collaborate with intelligence and defense stakeholders to create a unified picture and address capability gaps.

Minimum Qualifications

  • 8+ years of experience in intelligence planning or operations
  • Bachelor's degree
  • Experience supporting USCYBERCOM or Joint planning entities
  • Familiarity with JOPES and joint planning processes
  • Prior experience with influence planning (MISO/MILDEC) preferred
  • Strong interpersonal skills and ability to communicate with senior leaders
  • TS/SCI clearance with CI Polygraph


Preferred Qualifications

  • Master's degree in National Security, Strategic Studies, Intelligence, or related field
  • Experience with interagency intelligence collaboration
  • Demonstrated knowledge of targeting processes and J2 roles
  • Support experience for Combatant Command planning organizations

Pay Range

$115,000-$135,000

The Ennoble First pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
