Northrop Grumman Mission Systems Sector is seeking a Test Engineering Manager 2 to join the Sykesville Operations Engineering Team. The Test Engineering Manager 2 will be responsible for ensuring the successful performance of a team of 10+ test engineers and technicians as they:

Primary Level Salary Range: $135,800.00 - $203,600.00
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.

- Support floor personnel, collaborators, and programs to achieve business and financial objectives
- Maintain and update production test equipment and documentation
- Develop and implement test process improvements ie automation
- Assist with development and review of initial engineering test plans/procedures and test tool design

They must have a passion for people, innovation, and excellence, along with he ability to effectively collaborate with multiple disciplines to solve complex issues.
Additional responsibilities and attributes of the Test Engineering Manager 2 include, but are not limited to:
Technical Leadership:
- Provide technical oversight for engineering and support activities performed by the team.
- Lead a team that is responsible for test activities on many programs including test procedure development and improvement, test station development and maintenance, verification, validation, and test troubleshoot. Testing activities are focused on Naval Power and Control systems, components, and software.
- Serve as a thought leader for systems thinking and integration and test strategies for both their team and the organization
- Work in a production environment to verify quality and functionality of all assemblies that require testing
- Identify and implement process changes that make testing more efficient and/or robust
- Support audits from both internal and customer groups in regards to processes associated with testing
- Develop business cases to leverage funding for continuous improvement projects
- Manage continuous improvement and Manufacturing Technology Advancement (MTA) project tasks and budgets.
People Leadership:
- Responsible for direct management as well as providing strategic direction to the staff
- Providing staffing support, mentoring, employee engagement facilitation, career development, and performance assessments for a team of 10+ engineers on the test engineering team
- Maintain, update, and execute department procedures.
- Support organizational engineering initiatives.
- Maintain team affordability and advance team effectiveness; ensure team resources and skills are in place to meet both technical and financial objectives
Basic Qualifications:
- Bachelor's degree in Engineering or other STEM area with 8 years of Test or Manufacturing experience, or Master's degree in Engineering or other STEM area plus 6 years of Test or Manufacturing experience.
- Experience testing both hardware (e.g. CCA, system level testing) and software (e.g. OFP)
- Experience leading projects or people
- Good understanding of test software and hardware, operations and troubleshooting.
- Experience as a Test Engineer in a production environment
- Excellent verbal and written communication skills
- U.S. citizenship
- The ability to obtain and maintain a DoD Secret clearance
Preferred Qualifications:
- Electrical Engineering degree
- Management experience within a production environment is preferred.
- Experience and demonstrated performance in LabView, LabWindows and TestStand
- Experience with project management and communication including associated tools and methods
- Active Secret Security Clearance
