Duties
1. Plans, organizes, and makes overall plans for the accomplishment of local personnel functions.
2. Develops readiness plans for the administration of contingencies, mobilization, disasters (manmade or natural) and national emergencies.
3. Serves in senior advisory capacity for controlling, implementing, coordinating, planning, and executing functions concerning deployment of local personnel.
4. Manages multiple systems critical to deployment/employment of tasked personnel in support of global operations.
5. Advises various levels of leadership on mission readiness, status resources, and training requirements.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience at the next lower grade GS-07 or equivalent in other pay systems. Examples of specialized experience includes extensive knowledge of military personnel policies, rules, guidelines instruction to understand readiness programs and converse with functional managers. Knowledge and ability to analyze personnel annexes to Base Mobilization Plans and Deliberate Crisis Action Planning and Execution Systems (DCAPES). Able to use automated systems, personal computers, hardware, and software employed in order to prepare report and extract date from these systems in support of contingency/exercise plans.

EDUCATION: Master's or equivalent graduate degree or two full years of progressively higher level graduate education in an appropriate field leading to such a degree or LL.B. or J.D. NOTE: YOU MUST SUBMIT COPIES OF YOUR TRANSCRIPTS.

1. In-depth knowledge of military personnel policies, procedures, rules, guidelines, and publications.
2. Knowledge of unit and wing mission.
3. In-depth knowledge of the automated systems, personal computers, hardware, and software.
4. Ability to analyze data/products and to communicate effectively with diverse groups of individuals, both orally and in writing.
5. Knowledge of personnel readiness programs, and of safety and security regulations, practices, and procedures.
6. Knowledge of analytical and investigative techniques to measure the effectiveness, efficiency, and productivity.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). - Position may or will require incumbent to Fly in military and/or commercial aircraft in the performance of temporary duty (TDY) assignments
- Required to meet and maintain Air Force Reserve requirements. Incumbent's regular assignments are primarily ART duties: however, the incumbent may be assigned some non-ART duties, generally not to exceed 30 percent of total responsibilities
- Position requires the incumbent to obtain and maintain a SECRET security clearance
