Summary
ANG is seeking a Database Engineer Level III to support the Defense Health Agency Information Technology Department at Walter Reed National Military Medical Center. This position is onsite at Bethesda, MD.
Essential Functions
• Design, test, upgrade and integrate new or existing database management systems in accordance to the organization's business requirements.
• Document all aspects of the engineering process as it relates to build and configuration, testing, and deployment of database management systems.
• Coordinate changes, such as implementation of new database management system platforms, upgrades or version increments to existing database managements systems with database administrators and stakeholders.
• Plans, coordinates, and implements security measures to safeguard database managements systems and/or hosted databases.
• Performs database management system modeling, analysis, and planning.
• Coordinates architecture, evaluate new and emerging database management system technologies and make recommendations for selection of these products.
• Assists database administrators with complex troubleshooting issues and if needed, coordinates vendor engagements to assist in troubleshooting efforts.
• May provide day-to-day operational or administrative duties for deployed database management systems in lab or production environments.
• Ability to plan, design, develop, and modify databases structures, and database administration tools using products and programming languages such as PL SQL, Visual Basic, T-SQL or ORACLE Forms.
• Possesses and applies expertise on multiple complex work assignments. Ability to work with other senior technical and user staff to complete projects.
• Operates with appreciable latitude in developing methodology and presenting solutions to problems.
• Level III performs more independent thinking and difficult tasks compared to Level II and may supervise others.
• Implement and enforce management system policies, procedures, and controls within their areas of responsibility.
• Monitor performance, risks, and opportunities, and ensure issues are reported and addressed in a timely manner.
• Support team members in understanding and fulfilling their management system responsibilities.
• May be requested and required to participate in Proposal Support functions due to expertise
Supervisory Responsibility
May be required to lead, mentor, and motivate
Work Environment
This job operates in a professional office environment. This role routinely involves standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.
Physical Demands
The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
• Must be able to remain in a stationary position 75% of the time.
• Occasionally moves about inside the office to access file cabinets, office machinery, etc.
• Constantly operates a computer and other office productivity machinery, such as a calculator, copy machine, and computer printer.
• Expresses or exchanges ideas by means of the spoken word. Those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly or quickly.
• Frequently moves standard office equipment up to 25 pounds.
• Must be able to work indoor conditions 90% of the time.
• While performing the duties of this job, the employee is regularly required to talk or hear. The employee frequently is required to stand; walk; use hands to finger, handle or feel; and reach with hands and arms.
Position Type/Expected Hours of Work
This is a full-time position. Typical days and hours of work are Monday through Friday, 8:00 a.m. to 5:00 p.m. Evening and weekend hours are required by business need.
Travel
Travel is primarily local during the business day, although some domestic travel and overnight may be expected
Experience
Six (6) years of progressive experience demonstrating the required proficiency
• Advanced proficiency in Microsoft Access 2013, 2016 and 365
• Advanced proficiency with migrating Microsoft Access 2013 and 2016 to a Microsoft Access 365 environment
• Advanced proficiency with migrating Microsoft Access Databases to Microsoft SQL Server
• Developing Access applications including data modelling, and creation of tables, queries, forms and reports.
• Experience with Access and Excel VBA programming
• Experience with JavaScript
• Effective in engaging business SMEs to understand their needs and translate them into functional applications
• Proven ability and experience creating functional and technical documentation
• Proficient in medium complexity SQL Queries
• Proficiency in testing his/her own work before delivering product to end-users for acceptance testing
• Strong quantitative and analytic abilities
• Primarily work in support of the Resource Management department
• Obtain, maintain access to DMHRSi program and complete bi-weekly DMHRSi workload documentation.
• Ability to plan, design, develop, and modify databases structures, and database administration tools using products and programming languages such as PLISQL, Visual Basic, T-SQL or ORACLE Forms.
• Possesses and applies expertise on multiple complex work assignments. Ability to work with other senior technical and user staff to complete projects.
• Operates with appreciable latitude in developing methodology and presenting solutions to problems.
Education
Bachelor's degree and/or equivalency.
