A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service as listed below:

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

FINANCIAL MANAGEMENT: Selectee or incumbent must be able to obtain the appropriate certification level for their position. This is a Financial Management Level 3 Certified position. IAW Public Law 112-81 and DoD Policy the incumbent shall comply with the requirements of DoD FM Certification program within the allotted timeframe. As a FINANCIAL MANAGEMENT ANALYST at the GS-0501-14 some of your typical work assignments may include:
- Serves as the principal point of contact for strategic and budgetary policy and procedural matters associated with higher levels of authority including external organizations including Office of the Secretary of Defense (OSD), Assistant Secretaries of the Military Departments and Congress (ASN) Assistant Secretary of the Navy (ASN), in the absence of the Resources and Acquisition Manager.
- Translate requirements into detailed plans, programs and schedules aligning them with the Planning, Programming, Budgeting, and Execution (PPBE) process, encompassing budget planning, formulation, presentation, execution, reprogramming actions, and review of obligations and expenditures. consistent with the requirements of the Planning, Programming, Budgeting, and Execution (PPBE) to include budget planning, integration, formulation, presentation, and execution. re-programming and planning and review of obligations and expenditures.
- Develops and recommends strategic alternatives for integration of significant considerations within mission, management and resources objectives; develops and directs implementation of realistic and responsive policies and ensures their inclusion in all pertinent Sponsors and other higher authority planning efforts.
- Performs risk analysis and trade-off studies to provide the Resources and Acquisition Manager with options and recommended courses of action for executing proposed plans and strategies.
- Develops and provides guidance to institute a top-level structure to stratify all budget requirements formulated in support of J6 assigned missions.

- FINANCIAL MANAGEMENT CERTIFICATION: Selectee for this position will be required to obtain a Financial Management (FM) Level III certification no later than 24 months after accepting this position.

A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service as listed below:
- Assessing and providing recommendations on financial processes by applying expertise in fiscal disciplines, including budget (operating and procurement), accounting, appropriation policy, travel policy, and property fiscal management. Oversee and manage financial processes including resource management, IT, reimbursable funding and controls, Working Capital Funds, and to assess and provide recommendations.
- Utilizing acquisition disciplines including contract management, quality assurance, program and technical support, to address resource related concerns and acquisition opportunities for the Joint Staff J6.
- Reviews and evaluates the content of new or modified legislation for projected impact upon Joint Staff J6 programs and resources; and/or in translating a basic legislation into program goals, actions, and services.
- Applies the relationships between the Joint Staff and the Military Services and other customers, host and tenant relationships, regionalization/consolidation potentials with other agencies/activities to perform a variety of management studies and conceptualize, develop, sell, and implement assigned JS J6 wide programs.
- Analyzing legislative and higher headquarters guidance to determine the budget impact on joint C4/Cyber programs and policies.
