As a Research Analyst (Arctic Operations) at the AD-1701-3/5 some of your typical work assignments may include:
  • Employ understanding of the effects of permafrost, high winds, blowing snow, freezing fog, darkness, and sea ice on human dimensions, infrastructure, and security operations in the Arctic.
  • Performs complete assignments, individually or as a Study Director, which are characterized by substantial breadth or depth, numerous interrelationships, complex variables, and new theories and methodologies.
  • Employ competent scientific analytical techniques.
  • Adapt, extend, and synthesize existing theories and techniques for unrelated purposes, or to isolate and define critical features of long-range problems.
  • Conducts research, analysis, and provides support for other TSC divisions.
  • Responsible to the Associate Director, R&A for all aspects of Arctic operations research and analysis program.
  • Supports objectives, design and justification for research and analysis.
  • Isolated and defines unknown conditions, resolves critical problems, or develops new theories.
  • Answer important questions, open significant new sources for study, resulting in significant improvement of our understanding/improvement of existing systems.

  • Incumbent must attain DoD Security Cooperation Workforce (SCW) Certification and complete related continuous learning requirements.
Qualifications

This is a full-time term appointment in the excepted service not to exceed (NTE) three (3) years. Term appointments may be extended thereafter in one, two, or three year increments, indefinitely. As a term employee you will be eligible for medical and dental benefits, life insurance, and retirement. You will also be eligible to earn annual leave and sick leave.

You may qualify at the AD-05, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the AD-03 grade level in the Federal service:
  • Knowledge and understanding of applied quantitative and qualitative methods to assess logistics, mobility, and sustainment of operations in Arctic or sub-Arctic regions.
  • Ability to provide data-driven recommendations on Arctic policy initiatives and impact on environmental operations.
AND

B. Degree: that included or was supplemented by major study in education or in a subject-matter field appropriate to the position.;

OR

C. Combination of education and experience -- courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
