PRIMARY FUNCTION

The Pricing Manager leads, plans, schedules, and oversees all cost estimating aspects of proposal efforts for multiple concurrent business opportunities. This role is responsible for developing pricing strategies, ensuring compliance with regulations, and providing leadership and direction to the estimating team.

ESSENTIAL FUNCTIONS
  • Ensure proper planning and management of all cost estimating for proposals to meet deadlines.
  • Lead industry research, design pricing policies, and oversee the maintenance of historical pricing data.
  • Respond to RFP releases and other proposal requests; collaborate with capture management teams to ensure proposal needs meet all RFP requirements.
  • Work across functions to establish and maintain cost estimating processes, procedures, and tools.
  • Supervise, train, motivate, and evaluate cost estimating staff.
  • Lead Cost Volume responses in compliance with RFPs.
  • Develop and lead pricing strategy from gate review to submittal.
  • Shred RFPs for compliance matrix to capture all technical and cost elements.
  • Interpret RFP requirements and delegate tasks and information to appropriate functional areas.
  • Create estimates of probability and likely costs.
  • Provide risk assessment and mitigation recommendations related to pricing strategy.
  • Develop indirect cost pools and conduct rate forecasting.
  • Analyze historical pricing and past performance.
  • Maintain accurate, auditable files for proposals, audits, and backups.
  • Coordinate proposal pricing activities across Program Management, Contracts, Business Development, and Purchasing.
  • Provide risk assessment of contract terms and conditions to ensure compatibility; present alternative pricing scenarios to mitigate risk.
  • Cooperate with government audits and requests.
  • Maintain knowledge of Federal Acquisition Regulations (FAR), Defense Acquisition Regulations (DAR), and customer requirements.
  • Use mathematical and statistical methods to analyze financial risk and present findings.
  • Ensure compliance with federal, state, and other pricing laws, regulations, and guidelines to minimize legal and financial exposure.
  • Provide counsel and advice to proposal bid teams on pricing strategy and related financial issues.
  • Generate and present pricing packages for internal/external management reviews and customer submissions.
  • Provide financial business case and risk assessment data to executive management.

SUPERVISORY RESPONSIBILITIES

This position manages cost estimating staff and performs exempt-level decision-making, including interviewing, hiring, termination, performance reviews, and performance management.

KNOWLEDGE, SKILLS, & ABILITIES
  • Strong self-motivation with the ability to work independently.
  • Analytical skills with the ability to evaluate data and assess impacts across multiple areas.
  • Strong decision-making and problem-solving abilities; capable of drawing justified conclusions and communicating effectively to management.
  • Advanced proficiency in Microsoft Office Suite, with mastery of Excel (VLOOKUP, HLOOKUP, XLOOKUP, INDEX/MATCH, Pivot Tables, SUMIFS, SUMPRODUCT, Nested IF/THEN, Data Validations).
  • Strong interpersonal skills to collaborate effectively with all levels of management, staff, and external stakeholders.
  • Effective oral and technical written communication skills.
  • Ability to learn and apply corporate policies and procedures in alignment with company goals.


QUALIFICATIONS
  • Bachelor's degree in Business, Accounting, or a related field.
  • 10+ years of cost estimating experience in a government contracting environment.
  • Extensive experience with DOD requirements, including FAR and DAR.
  • Strong attention to detail, independent judgment, and leadership skills.
  • Must be able to obtain and maintain a Government Security Clearance.
