Job Location: NAVAL STATION MAYPORT, FL
We are looking for a Knowledge Management / SharePoint Developer support our Navy customer in Jacksonville, FL (onsite).
The Knowledge Manager & SharePoint Developer provides knowledge management (KM), information management (IM), and SharePoint development support to USNAVSOUTH/FOURTHFLT. The position is responsible for planning, implementing, and sustaining KM/IM processes, tools, and technologies to enable collaboration, information sharing, and decision-making across Navy, Joint, and Coalition operations. The incumbent will administer and develop SharePoint sites, support knowledge portal initiatives, integrate collaboration platforms, and train personnel to enhance the command’s knowledge-sharing culture.
Key Responsibilities:
• Assist the Commander and staff in developing knowledge value chains and supporting technologies to facilitate staff operations in Navy, Joint, Allied, and Coalition environments, across classified/unclassified domains.
• Plan, organize, and direct analysis of staff procedures, IT toolsets, decision support systems, risk management, and logistics systems.
• Lead experimentation efforts supporting command missions; provide recommendations for KM and IM improvements.
• Establish and maintain a Maritime Operations Center (MOC)-aligned KM program and processes.
• Support development of Communities of Practice and collaborative best practices; implement collaboration/IM tools.
• Develop knowledge portals and enterprise document management solutions; sustain KM posture and culture within the command.
• Provide training on KM/IM processes, technologies, and repositories; support adoption of best practices at meetings, exercises, experiments, and conferences.
• Attend internal and external KM-related meetings/conferences annually (e.g., USFF, SOUTHCOM).
• Execute records management directives from higher headquarters.
• Develop and manage internal and external information sharing processes, ensuring alignment with command guidance.
• Perform daily SharePoint administration, development, and troubleshooting, including:
o Site creation, configuration, and maintenance.
o Workflow development and Web Part customization.
o Content publishing and issue resolution.
o User account management and access troubleshooting.
o Monitoring logs, activities, and system events.
• Design, develop, and maintain SharePoint templates and workflows using JavaScript, CSS, HTML, and other tools.
• Support portal content integration, database-driven web applications, and collaboration tools to improve operational efficiency.
• Provide technical training and support to command staff on KM/IM systems, portals, and content management solutions.
• Act as liaison with external KM/IM personnel to ensure interoperability and successful information sharing across commands.
Required Skills and Experience
• Minimum 10 years of IT and KM/IM experience, including network, software, and website management.
• Military or civilian staff office or program management experience.
• Expert-level understanding of Knowledge Management concepts, practices, and MOC requirements.
• SharePoint administration, configuration, and development.
• Database-driven web application development.
• ASP.NET, HTML, XML, IIS Web Services, and SQL Server.
• Windows Server environments and Active Directory.
• Networking principles, DNS, and security concepts.
• Scripting (VBScript, JavaScript) and web development frameworks.
• Graphic design tools (Photoshop or equivalent).
• Comprehensive knowledge of database design and data normalization.
• Demonstrated experience in system administration and site sustainment in SharePoint.
• Exceptional oral and written communication skills for training, reporting, and executive-level engagement.
• Superior leadership, organizational, and collaboration skills.
Certifications / Qualifications
• SharePoint Administrator/Developer expert proficiency (required).
• Technical experience in ASP.NET, HTML, XML, SQL Server, IIS, and related frameworks.
• Joint Professional Military Education (JPME I/II), Advanced Joint PME (AJPME), Joint Qualification Officer (JQO), Maritime Staff Operators Course (MSOC), or Maritime Operational Planners Course (MOPC) (preferred).
