Responsibilities & Qualifications

Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) was established as a component of the National Institutes of Health (NIH) in 1962. The NICHD mission is to lead research and training to understand human development, improve reproductive health, enhance the lives of children and adolescents, and optimize abilities for all. Components of the NICHD have differing environments and needs. Operating environments include UNIX, Linux, Windows, and MAC. Similarly, software for system operation, management, and application support varies among divisions.

FUNCTIONAL RESPONSIBILITIES:
  • Plan, organize, and implement day-to-day activities of testing and work with other IT functional area stakeholders.
  • Participate in scrum & product planning and be responsible for all phases and types of testing, for right-sized testing, including but not limited to strategies, requirements, planning, management, execution, and reporting.
  • Assist the Government in the building of test strategies & methodologies, automation and site monitoring focused on infrastructure and high availability .
  • Understand complex business and functional requirements and provide direction in designing the technical test cases that thoroughly test the tech stack from architectural standpoint and meet the product requirements.
  • Serve as the Section 508 representative to perform tasks including all compliance

assessment and remediation for the public web sites, internal web sites, and custom developed web applications at NICHD as per the HHS requirements for Section 508compliance.

ADDITIONAL KNOWLEDGE AREAS PREFERRED:
  • Excellent facilitation and problem-solving skills in working with teams for the approval (or exceptions) for the product acceptance (e.g., Product Security, Performance Testing, reliability & fault tolerance testing etc.).
  • Manage test data architecture definition and requests
  • Proactively identify and communicate risks and opportunities for improvement across all products and test frameworks.
  • Experience involving principles, techniques, and accepted practices of quality assurance work (i.e., the application of statistical sampling techniques sufficient to perform assignments or preparation of technical reports on quality levels to identify specific problems).
  • Experience in the preparation of technical reports on quality levels to identify specific problem areas and to recommend corrective actions is preferred.
  • Prefer strong skills in the following key areas including strategic thinking, multi-tasking, time management, planning and executing to a defined schedule.
  • Represent NICHD at the NIH 508 Advisory Group Meetings and:
  • Create compliance measure of the public web sites by using the rulesets defined in the HHS tool.
  • Provide remediation for applications, websites, PDFs, blast emails, videos, podcasts, audio-slideshows, online surveys, Word docs, and Excel documents using a standard checking process that incorporates HHS requirements for Section 508 compliance.
  • Identify content that may require an accommodation waiver and submit applications to the NIH Section 508 Advisory Group.
  • Ensure all sites meet the standards for accessibility by individuals with disabilities (Section 508 of the Rehabilitation Act) as well as all applicable Federal, HHS, NIH, and NICHD standards for security and privacy.

MINIMUM/GENERAL EXPERIENCE :
  • Five (5) or more years' experience involving planning, developing, or administering Q uality Assurance programs supporting information technology especially network operations and desktop support.
  • Three (3) or more years' experience in building and executing tests scripts/test plans to ensure patching, upgrades etc. occur without incident and are transparent to end-users.
  • Five (5) or more years' experience in Risk Management.

MINIMUM EDUCATION :

Bachelor's degree and active Quality Assurance certification (CSTE, CSQA, CAST, CMSQ or equivalent). Ten (10) years of industry experience is required . Five (5) years of additional relevant experience may be substituted for the degree requirement.
