Position Summary
Odyssey Systems has an exciting opportunity for a Junior Program Manager/Executive Administrator providing support to the Air Force Life Cycle Management Center/PEO Digital Directorate (AFLCMC/HB). The Air Force Program Execution Office for PEO Digital (AFPEO/HB) has the collective Air Force Materiel Command (AFMC) mission responsibility to manage and execute the modernization, development, testing, production, fielding, and sustainment of the PEO Digital portfolio, which includes over 130 programs for the United States Air Force (USAF) and foreign allies. AFLCMC/PEO Digital Directorate is headquartered at Hanscom Air Force Base, MA with geographically separated operating units CONUS and OCONUS.
This is a full time position located at Hanscom AFB, MA.

Responsibilities
Duties include, but not limited to:
Acquisition Program Management
- Support planning, execution, and oversight of acquisition strategies across ACAT I-III programs in alignment with DoDI 5000 series, AFI 63-101, and other applicable directives.
- Assist Program Managers and IPT Leads with cost/schedule/performance analysis, program health assessments, and process improvements.
- Advise on acquisition strategy for traditional, Middle Tier of Acquisition (MTA), and Urgent Capability Acquisition pathways per DoDI 5000.80/81.
- Monitor prime contractor performance, integration plans, and deliverable schedules; review and reconcile program plans for consistency.
- Draft and review contractual correspondence, source selection documents, and acquisition documentation including ADM, LCSP, APB, Risk Plans, and milestone briefings.
- Prepare and maintain acquisition reports including MARs, DAES, SARs, APBs, obligation/spend plans, and risk management documentation.
- Use systems such as CCaR, IDECS, EDA, and other DoD/OSD-mandated platforms to develop and submit acquisition, funding, and documentation packages.
- Support briefings, graphics, and acquisition data reporting for internal and external stakeholders.
- Develop and review RFP components such as SOWs, SRDs, CDRLs, and incentive structures; assist with proposal evaluations and technical reviews.
- Support development and execution of source selection strategies and evaluation criteria.
- Provide recommendations on incentive clauses and ECPs/RFPs for delivery orders (DOs), including technical evaluations and written recommendations.
- Develop, update, and execute program risk management plans; lead risk boards and working groups per AFPAM 63-128 and DoD Risk Management Guide.
- Perform Earned Value Management (EVM) analysis, correlate cost performance reports with IMS, and assess cost, funding, and schedule risks.
- Ensure MPE systems align with Operational Flight Program (OFP) requirements and support fielding/testing activities including FQT and developmental/operational evaluations.
- Prepare/review MPE program documents and assess technical, cost, and schedule alignment with MAJCOM operational user needs.
- Interpret and apply policy directives (e.g., DoDD 5000.01, DoDI 5000.02) to acquisition lifecycle management and advise PMs on compliance gaps or updates.
- Provide lifecycle logistics and sustainment planning support; ensure alignment of acquisition activities with operational and supportability needs.
- Stay current on DoD acquisition reforms and recommend program adjustments in response to policy updates (e.g., RDC, spiral/incremental development).

- Familiar with cloud-based systems, including management and projection of cost and performance
- Familiar with agile methods and CI/CD, DevSecOps and DevOps principals
- Possess knowledge of qualitative and quantitative techniques for gathering, analyzing, and measuring the effectiveness, efficiency and productivity of acquisition programs
- Possesses the ability to effectively communicate orally and in writing, providing quality acquisition and program documentation including but not limited to briefings, documents,and plans
