• Develops information, techniques, and methodologies to insert critical network components, systems, and mechanisms at any stage of the planning, development, acquisition, and fielding of IT systems within DoD.
• Provides project management oversight, technical advice, and assistance as required, to initiate, plan, coordinate, and supervise internal and external projects impacting global video services operations.
• Plans subordinate work schedules on a weekly, project, or longer basis, to assure an even flow and distribution of work, expeditious handling of priority cases, and meeting of schedules and deadlines.
• Estimates project costs and submits cost estimates for related funding plans to finance and budget projects.

• This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
• Overtime may be required as workload demands.
• This position requires the incumbent to travel away from their normal duty station to other locations within the continental United States (CONUS) up to [15] percent of the time.
• May be subject to initial and random drug testing for this position, if applicable.
• In accordance with Dod 8140 policy series, the position is subjected to completing Foundational Qualifications in 9 months and completing Residential Qualifications in 12 months and any future Cybersecurity Workforce qualifications/credentialing.
• Certification in the Program Management Functional Area at the Practitioner Functional Tier within 60 months of entry into this position in accordance with Career Development Program. Must also achieve 80 hours of Continuous Learning every two years.

Qualifications

Basic Requirements: Applicants must have IT-related experience demonstrating the following competencies appropriate to, or above, the level of this position. For vacancies below the full-performance level of the position, the basic requirement will be evaluated on a developmental basis. Your resume and work experience should clearly support your ability to meet these competencies and will be evaluated as part of the entire application process.

• Attention to Detail - Experience reviewing my own information technology-related work or data and have been responsible for reviewing the work of others to ensure accuracy, completeness, and consistency with standards.
• Customer Service-Developing and maintaining relationships with customers, anticipating and assessing the current and future information technology needs of customers, and developing or identifying information technology products or services that are tailored to meet customer needs
• Oral Communication-Briefing senior-level management and IT staff on the status of information technology systems, projects, or daily operations, including the communication of complex technical information to a non-technical audience
• Problem Solving-Identifying alternatives to address unique, highly complex, or sensitive information technology-related issues. I have anticipated information technology-related problems and have identified and evaluated potential sources of information to generate alternative solutions.

Qualifying Experience:
To qualify at the GG-13, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service.

For this position, qualifying experience is defined as: Implementing IT principles, supporting program and project management, providing operations, managing risk, and providing customer support; in addition to IT related experience demonstrating Attention to Detail, Customer Service, Oral Communication, and Problem Solving as described in the vacancy announcement.

• This position is in the Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It is being recruited under 10 U.S.C. 1599f into the Cyber Excepted Service (CES) personnel system.
• If you are a current Federal Career/Career-Conditional employee, you will be placed on an Excepted appointment.
• This appointment does not confer eligibility to be non-competitively converted to an appointment in the competitive service.
• A three year trial period may be required if you have not previously completed a trial or probationary period in the excepted or competitive service.
• This position is subject to completion of 1 year probationary period for assignment to a supervisory position.
• Telework availability will be based upon the mission requirements and supervisory determination
