Essential Functions, Responsibilities & Duties may include, but are not limited to:
Responsibilities:
- Provide technical direction, oversight, and management of the contractor support team for the Office of the Chief Information Officer (OCIO) for a federal Health agency
- Provide supervision and management of the contractor support team's customer account assignments, workload, and deliverables
- Provide subject-matter expertise, consultation, and advisement for the development and implementation of OCIO's communication strategy
- Manage the development of the format, content, and communication mechanism for the dissemination of a recurring OCIO newsletter
- Manage the development of monthly newsletters and communications for OCIO staff, including the incorporation of employee feedback
- Support the definition of core OCIO services versus optional services for the enterprise
- Manage the development of OCIO roadshow materials to brief the enterprise on the services provided by OCIO
- Design and develop a change management roadmap, strategic communications plan, and campaigns for Government Customers
- Provide communications expertise to ensure clear, effective delivery of messages to stakeholders, by assisting in the development, execution, and evaluation of strategic communication initiatives by monitoring stakeholder buy-in and engagement
- Applies innovative storytelling principles and techniques to convey complex technical concepts into an array of communications products that are visually appealing, for both non-technical and technical targeted audiences
- Manage development of concise and compelling talking points, PowerPoint presentations and/or general communications products such as weekly leadership or agency-level presentations, updates, etc. that focus on the "so what" factor of product delivery
- Ensure communication strategy is consistent and reflects the organization's strategic vision for the program
Requirements
- Bachelor's Degree in Communications, Marketing, Business Administration, or a related discipline.
- 5+ years of experience providing strategic communications support for a large complex organization
- Experience managing and leading a strategic communications team for a Federal Government client
- Experience developing, implementing, and monitoring the effectiveness of strategic communications plans
- Exceptional interpersonal, written, and verbal communication skills
- Must be a self-starter and able to manage competing demands
- Strong ability to speak with confidence and energy in public, virtual platforms, and over the phone.
- Experience briefing senior executives with little notice and preparation
- Experience writing clearly and succinctly; creating a variety of communication products (including but not limited to brochures, facts sheets, reports, presentations, briefs, white papers, executive talking points, speeches, newsletters articles, blogs ,etc.) that resonate with target audiences; and choosing the optimal communication methods and channels
- Experience developing and editing presentations, reports, and strategic messages to explain technical information to audiences with varying levels of technical knowledge (novice to expert)
- Experience applying innovative storytelling principles and techniques to convey complex technical concepts into an array communications products, that are visually appealing, for both non-technical and technical targeted audiences
- Advanced MS Word, PowerPoint, Excel, Outlook, and Google Docs skills
- Ability to obtain a public trust
Desired Skills
- Prior Federal government, professional services or Federal consulting experience
- Experience supporting Senior Executive Service (SES) level staff
