Duties
Help
  • Serves as a senior analyst supporting the Chief Technology Officer in Information Operations to create and implement vision and strategy for Information Operations in the Agency.
  • Works with the other DLA Senior Leaders to plan, develop, transform, and align IT architecture, strategies, initiatives, roadmaps, resources, and measures to business outcomes.
  • Serves as a liaison and communication conduit between Information Operations Enterprise Service Areas and CTO initiatives.
  • Analyzes overall Information Operations strategies, roadmaps, initiatives, policies, and procedures to determine capability gaps and/or linkages to the enterprise strategic architecture and the DLA Strategic Plan.
  • Collaborates with Enterprise Architecture on ways to improve technology planning management and other novel solutions.
  • Supports the CTO in a variety of studies supporting new trends, efficiency/effectiveness of Agency using IT tools to capture data, data management and digital business modernization in DLA.

Qualifications

To qualify for a Systems Program Manager, your resume and supporting documentation must include:
  • Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and is directly in or related to this position. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum quali?cations, and any other regulatory requirements by the cut-o?/closing date of the announcement. Creditable specialized experience includes:
    • Develops and implements policy and conducts studies supporting new trends, efficiency/effectiveness, business cases analyses, and digital business modernization efforts.
    • Participates in the strategic planning of objectives, goals, business case analysis/resource management, development of metrics, leadership, and subordinate development.
    • Develops metrics and methods to track progress and or health of technical and IT management processes.
    • Provides general management, policy direction, and administrative coordination to company wide specialists and professionals engaged in the alignment of strategies, execution of roadmaps, and effective/efficient, and economics of investments and sustainment supporting Information Operations.
    • Analyzes and recommends organizational models for best fit in a dynamic IT environment. Modifies operations, methods, and procedures to ensure efficient and effective productivity of process and project workflows.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    Substitution of education may not be used in lieu of specialized experience for this grade level.

    Drug-Free Workplace Policy

    The Defense Logistics Agency (DLA) is committed to maintaining a safe, drug-free workplace. All DLA employees are required to refrain from illegal drug use on and off duty. DLA conducts pre-employment, reasonable suspicion, post-accident, and random drug testing.

    Applicants tentatively selected for employment in testing designated positions will undergo a urinalysis to screen for illegal drug use prior to appointment. Refusal to undergo testing or testing positive for illegal drugs will result in withdrawal of the tentative job offer and a six-month denial of employment with DLA from the date of the drug test. Employees in drug testing designated positions are subject to random drug testing.

    The DLA drug testing panel tests for the following substances: marijuana, cocaine, opiates, heroin, phencyclidine, amphetamines, methamphetamines, fentanyl, norfentanyl, methylenedioxymethamphetamine (MDMA), methylenedioxyamphetamine (MDA), and opioids.

    ADVISORY: Use of cannabidiol (CBD) products may result in a positive drug test for marijuana. DLA employees are subject to Federal law and under Federal law, Marijuana is a Schedule I drug and is illegal.
