Amentum is seeking a dynamic and motivated Joint Interface Control Officer to employ and analyze Command and Control systems in support of Commander, Submarine Group 7 (COMSUBGRU-7) at Yokosuka Naval Base, Yokosuka, Japan.

You will be responsible for identifying, defining, and executing the operational JICO roles, responsibilities, and requirements across the TUSW enterprise current as well as coordinating across the COMSUBGRU-7 staff and other stakeholders to develop Concepts of Operation and Employment (CONOPS/CONEMPS) while providing insight to future TDL/C2 technologies.

Essential Responsibilities:
- Perform Joint Interface Control Officer (JICO) duties and responsibilities as a member of the COMSUBGRU-7 Staff, specifically with the N6 Department.
- Assess current COMSUBGRU-7 and subordinate command capability gaps in relation to JICO and C2 system analysis support for TUSW operations.
- Coordinate with higher headquarters (HHQ) command JICOs (U.S. Seventh Fleet; U.S. Pacific Fleet, Submarine Force, U.S. Pacific Fleet (COMSUBPAC)) in the development of applicable requirements documents to validate Pacific TUSW TDL requirements.
- Provide quarterly written updates of identified and validated TDL and other JICO related requirements, COMSUBPAC limiting factors, and identification of current shortfalls and their impacts to operations/training.
- Perform JICO functions and C2 analysis in support of COMSUBGRU-7 and Component operations.
- Remain current on developments in the JICO field of expertise including technology enhancements; attending periodic seminars, forums, meetings, etc. to ensure currency of education and skills, as it applies to the undersea domain.
- Support C2, network, and tactical data link analysis for COMSUBGRU-7 projects that may include analysis of C2 and TDL system Information Exchange Requirements (IERs), Network Design Loads (NDL) and Operational Tasking Link (OpTaskLink/OTL) and/or performing as a JICO as well as coordinating JICO related support.
- Understand and work within the DoDAF architecture and requirements development process as it applies to the undersea domain.
- Ensure deliverables and performance levels meet client needs and expectations within the context of the COMSUBGRU-7 mission and strategic goals.
- Work closely with appropriate Spectrum Management offices to submit Frequency Assignment requests in support of COMSUBGRU-7/Component operations, as applicable.
- Coordinate closely with Network Design Facilities (NDF), theater level JICOs and JSOC Data Link managers in support of COMSUBGRU-7 pre-deployment requirements.
- Organize self and work environment to ensure timely completion of client deliverables and goals, accounting for unanticipated needs, delays, challenges, and changing priorities.
- Ensure personal compliance to company and legal guidelines as specified, with particular care given to safe work practices.
Minimum Requirements:
- Bachelor's degree or 15 years of experience in Tactical Data Link operations in lieu of degree.
- Qualified as an Intercept Control Officer and Tactical Data Link Officer.
- At least 5 years' experience as Tactical Data Link Manager conducting C2 systems analysis.
- Experience with air or ground TDL C2 systems or host software such as TBMCS, AEGIS, GCCS, Tactical Radio Application eXtension (TRAX), Android Tactical Radio Application eXtension (ATRAX), and/or Joint Range Extension (JRE) or other TDL C2 system or host software.
- Ability to understand DOD publications that define the JICO roles and responsibilities from Joint and Service perspectives
- Ability to communicate effectively, verbally and in writing, to provide information, articles, written reports, and presentations.
- Demonstrated skill in using integrated software (e.g., MS Office suite and SharePoint)
- Previous experience working TS/SCI level projects
- Must have an active Top-Secret clearance and be SCI eligible. Note: US Citizenship is required to obtain a Top-Secret Clearance.
Preferred Qualifications:
- Experience as a Combatant Command/Theater or Service JICO.
- Qualified JICO.
- At least 3 years' experience with the undersea domain.
- Experience conducting analysis of DOD systems, processes, and procedures and developing conclusions in pursuit of project objectives.
- At least 3 years' experience in the Indo-Pacific Area of Operations.
